Forging a Democratic Decision Advantage

2023 marked eighty years since the wartime adoption of the BRUSA Agreement between Great Britain and the United States. This 1943 document codified the growing relationship between U.S. and U.K. signals intelligence organizations and included policies governing the exchange of personnel and joint regulations for handling sensitive material. Security directives and protocols aligned operational processes between the democratic governments, setting new cooperative standards for nation-states battling authoritarian regimes.

China's 21st Century Aspirational Empire

This paper addresses the question of how the Chinese party-state chooses to exercise its economic, financial, diplomatic, military and soft power in the next 25 years will make a great difference to US national security and foreign policy, and to developments in the rest of the world. The paper makes three key points:

The core argument of this paper is that Beijing will likely aspire to pursue an empire-like position globally, not just seek an Asia-Pacific sphere of influence, and that this aspiration will founder. Achieving an empire-like position is both an imperative and is infeasible. The tensions between goal and reality will likely characterize China’s role in the world in coming decades and will be central to the difficulties of US-China relations. Second, there is heuristic value for US policymakers and analysts to consider a 20-year outlook on the rise of China that encompasses China’s pursuit of a global empire-like position. Third, paying close attention to how Beijing organizes its own government, corporate, and non-governmental organizations to seek an empire-like position will provide important signposts emerging tension and trends.

Toward a Collaborative Cyber Defense and Enhanced Threat Intelligence Structure

National security structures envisioned in the 20th century are inadequate for the cyber threats that America faces in the 21st century. These structures, created to address strategic, external threats on one end, and homeland security emergencies on the other, cannot protect us from ambient cyber conflict, because they were designed for different times and threats. Our nation—comprising the federal government, private sector companies, critical infrastructure operators, state and local governments, nonprofits and universities, and even private citizens—are constantly under attack by a myriad of cyber actors with ever-increasing capabilities.

Report: Climate Change, Intelligence, and Global Security

This report is derived from a half-day conference in April 2021 co-sponsored by the Intelligence Project and the Environment and Natural Resources Program at Harvard Kennedy School’s Belfer Center for Science and International Affairs, along with the Center for Climate and Security and The Cipher Brief. It explores the requirements of the U.S. Intelligence Community (IC) to fulfill the mission prescribed by President Biden, DNI Haines, and Secretary Kerry. The IC must rise to challenge, unshackled from the past, to re-imagine its role in combatting climate change. The IC has talked the talk about climate change, and now it needs to walk the walk. The stakes are too high not to do so.

US Intelligence, the Coronavirus and the Age of Globalized Challenges

This essay makes three arguments. First, the US government will need to establish a coronavirus commission, similar to the 9/11 commission, to determine why, since April 2020, the United States has suffered more coronavirus fatalities than any other country in the world. Second, the COVID-19 pandemic represents a watershed for what will be a major national security theme this century: biological threats, both from naturally occurring pathogens and from synthesized biology. Third, intelligence about globalized challenges, such as pandemics, needs to be dramatically reconceptualized, stripping away outmoded levels of secrecy.

Midnight in Moscow

A quarter-century after the fall of the Berlin Wall and the collapse of the Soviet Union, authoritarianism is staging a comeback. Nowhere is this trend more evident than in Russia, where Putin is progressing from consolidating power within Russia’s borders to projecting power beyond them. In response, the world continues to watch and react.

Later this month, members of the European Union will decide whether to renew sanctions against Russia in response to Putin’s continued aggression in eastern Ukraine. In July, NATO will convene in Warsaw for its annual summit to determine the most effective steps to take in the face of an encroaching Russia. What is not likely to be discussed in these deliberations, however, are the political conditions within Russia that are influencing Putin's actions abroad.

In Putin’s view, any solution short of changing the European security system—including full integration, separation by erecting new walls, freezing the status quo around Russia, or partnering with other countries to counter-balance the powers in the European system—only means Russia’s inevitable loss of great power status and the loss of his personal power at home.
