The Global Order After COVID-19

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

Environmental Implications and Policy Challenges for Bringing Long-Haul Electric Trucks into China: The Case of the Tesla Semi

The Tesla Semi is a battery powered electric long haul truck currently in the prototype phase. Since cost and technological barriers have prevented electric vehicles from making significant inroads into the market for long haul trucks, the announcement of the Tesla Semi marks one of the first major attempts to bring electrification to on-road long haul freight transport. China, as the world’s largest carbon emitter, is an important market for truck electrification. China has a bourgeoning passenger electric vehicle market but, like the rest of the world, is reliant on heavily polluting diesel trucks for on-road freight transport. 

This paper addresses two main questions:

  1. What are the potential impacts on carbon emissions of electric long haul trucks in China? 
  2. What are the barriers to the adoption of electric long haul trucks in China?

Harvard-Tsinghua Workshop on Low-Carbon Development and Public Policy

The Harvard-Tsinghua Workshop on Low-Carbon Development and Public Policy is the third annual joint workshop between the Harvard Kennedy School’s Environment and Natural Resources Program and the Sustainability Science Program and the Center for Science, Technology, and Education Policy at Tsinghua University. The workshop convened prominent members of the academic and policy communities from China and the United States at Tsinghua University in Beijing, China, on June 2-3, 2016.

The three closed sessions were on: 1) Market Mechanisms to Reduce Carbon Emissions, 2) Role of Local Government in Low-Carbon Development, and 3) Energy Technology Innovation in the Transportation Sector.

This paper examines the domestic sources of the internationalization of national oil companies (NOCs) in China and India. It argues that—counter to notions of state-led internationalization—the going abroad of NOCs reflects a pattern of “coopetition,” i.e., the co-existence of cooperation and conflict between increasingly entrepreneurial NOCs and partially supportive and interventionist home governments.

Within these areas, the study group offers policy recommendations for Japan and the United States, which span near- and long-term time frames. These recommendations are intended to bolster the alliance as a force for peace, stability, and prosperity in the Asia-Pacific region and beyond.

Rather, it is a service that helps generate income and employment, provides access to business and information, enables e-learning, and facilitates government activities. It is an essential service that has been integrated into every part of our society. Our experience begins when an Internet Service Provider (ISP) uses fixed telephony (plain old telephone service), mobile-cellular telephony, or fixed fiber-optic or broadband service to connect us to the global network. From that moment on, the ISP shoulders the responsibility for the instantaneous, reliable, and secure movement of our data over the Internet.
