The Global Order After COVID-19

| 2020

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

Environmental Implications and Policy Challenges for Bringing Long-Haul Electric Trucks into China: The Case of the Tesla Semi

The Tesla Semi is a battery powered electric long haul truck currently in the prototype phase. Since cost and technological barriers have prevented electric vehicles from making significant inroads into the market for long haul trucks, the announcement of the Tesla Semi marks one of the first major attempts to bring electrification to on-road long haul freight transport. China, as the world’s largest carbon emitter, is an important market for truck electrification. China has a bourgeoning passenger electric vehicle market but, like the rest of the world, is reliant on heavily polluting diesel trucks for on-road freight transport. 

This paper addresses two main questions:

  1. What are the potential impacts on carbon emissions of electric long haul trucks in China? 
  2. What are the barriers to the adoption of electric long haul trucks in China?

Oil & State Capitalism: Government-Firm Coopetition in China and India

This paper examines the domestic sources of the internationalization of national oil companies (NOCs) in China and India. It argues that—counter to notions of state-led internationalization—the going abroad of NOCs reflects a pattern of “coopetition,” i.e., the co-existence of cooperation and conflict between increasingly entrepreneurial NOCs and partially supportive and interventionist home governments.

These recommendations are intended to bolster the alliance as a force for peace, stability, and prosperity in the Asia-Pacific region and beyond.

In order to help ensure that the Internet continues to serve as a source of global integration, democratization, and economic growth, American policymakers must be aware of the most significant technical, political and legal challenges to a unified Internet.

Comparing Climate Commitments: A Model-Based Analysis of the Copenhagen Accord

The authors compare the targets and actions to which countries have committed under the Copenhagen Accord. The Accord allows participating countries to express their commitments to reduce greenhouse-gas (GHG) emissions in a variety of ways—most broadly, through economy-wide quantified emissions targets for developed countries and mitigation "actions" by developing countries. These are difficult to compare. However, even mitigation commitments that look similar can require very different levels of effort in different countries, and commitments that produce similar economic outcomes can look inequitable. These variations in effort and equity depend on historical patterns of energy use, marginal costs of greenhouse-gas abatement, choice of base year, methods for determining "business as usual" projections, and other factors.

Cyber Power

Power depends upon context, and the rapid growth of cyber space is an important new context in world politics. The low price of entry, anonymity, and asymmetries in vulnerability means that smaller actors have more capacity to exercise hard and soft power in cyberspace than in many more traditional domains of world politics. The largest powers are unlikely to be able to dominate this domain as much as they have others like sea or air. But cyberspace also illustrates the point that diffusion of power does not mean equality of power or the replacement of governments as the most powerful actors in world politics.
