China's 21st Century Aspirational Empire

This paper addresses the question of how the Chinese party-state chooses to exercise its economic, financial, diplomatic, military and soft power in the next 25 years will make a great difference to US national security and foreign policy, and to developments in the rest of the world. The paper makes three key points:

The core argument of this paper is that Beijing will likely aspire to pursue an empire-like position globally, not just seek an Asia-Pacific sphere of influence, and that this aspiration will founder. Achieving an empire-like position is both an imperative and is infeasible. The tensions between goal and reality will likely characterize China’s role in the world in coming decades and will be central to the difficulties of US-China relations. Second, there is heuristic value for US policymakers and analysts to consider a 20-year outlook on the rise of China that encompasses China’s pursuit of a global empire-like position. Third, paying close attention to how Beijing organizes its own government, corporate, and non-governmental organizations to seek an empire-like position will provide important signposts emerging tension and trends.

Mexico’s Energy Reforms: A Blow to Realizing the Most Competitive and Dynamic Region in the World

In late 2017, Mexico made headlines as Italian company Enel bid what was then a world-record low price for renewable energy in the country’s third such energy auction. This development was possible due to the historical and sweeping energy reforms passed with broad support in Mexico in 2013. Then-President Enrique Peña Nieto had succeeded where previous Mexican presidents had failed, reversing decades of resource nationalism and overhauling the energy sector through constitutional reforms that gave the private sector a larger role and advantaged renewable energy in Mexico’s economy. The 2017 auction seemed to indicate Mexico’s bright future not only as a conventional oil producer, but also as a clean energy power.

Lessons Learned from Sub-national Emissions Trading Systems

There are potential roles for sub-national climate policies in addressing climate change. Theory and experience of nesting sub-national climate policies within a broader, national climate policy indicate that the interactions between the two levels of governance can be problematic, benign, or positive, depending upon the nature, design, and stringency of the policies. When the national system is a tradable performance standard, as with China’s national system, the consequences are similar to those with cap-and-trade, but more complex.

Winning Strategic Competition in the Indo-Pacific

The strategic competition in the Indo-Pacific involving the United States, Australia and the Chinese Communist Party (CCP) is arguably the most significant contemporary international relations issue. It spans all aspects of state power: hard, sharp and soft; diplomatic, information, military and economic; and all domains: air, sea, land, space, cyber, technology and innovation. But in their rush to recover ground perceived to be already lost to the CCP, neither the U.S. nor Australia have paused to devote sufficient attention to understanding the nature of strategic competition, to comprehend what winning it actually means, and therefore to grasp how best to approach it. As a result, they both continue to cede the initiative to the CCP, while it continues to compete on the terms most favorable to it.

The Global Order After COVID-19

| 2020

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

Cooperation, Competition, or Both? Options for U.S. Land Forces vis-à-vis Chinese Interests in Africa

This paper responds to a topic from the Army War College’s Key Strategic Issues List, 2018-2020: Evaluate the ramifications of China’s and/or Russia’s interests in Africa for U.S. land forces and suggest options, both to compete and to cooperate, to further U.S. interests.

While U.S. land forces may benefit from competition or cooperation with Chinese elements in Africa, I judge that they possess limited agency to compete or cooperate in the context of these definitions. Therefore, I will take a whole-of-government approach to furthering U.S. interests in Africa vis-à-vis China.

Protecting Democracy in an Era of Cyber Information War

Citizens voluntarily carry Big Brother and his relatives in their pockets. Along with big data and artificial intelligence, technology has made the problem of defending democracy from information warfare far more complicated than foreseen two decades ago. And while rule of law, trust, truth and openness make democracies asymmetrically vulnerable, they are also critical values to defend.  Any policy to defend against cyber information war must start with the Hippocratic oath: first, do no harm.

Reflections on American Grand Strategy in Asia

To understand how I approached China during my time as Secretary, it’s important to note that I don’t see U.S. strategy in Asia as centered on China at all. I said many times: We don’t have a China policy, we have an Asia policy. The heart of that policy is a mesh of political, diplomatic, economic, and military relationships with many nations that has sustained security and underwritten an extraordinary leap in economic development.

During my time as Secretary, I referred to this structure over and over as the “principled, inclusive network.” Enunciating and reinforcing its strategic and military dimensions in a rapidly changing security environment was my constant priority as Secretary of Defense. Even amid pressing challenges such as the fight against ISIS and the need to confront Russian aggression, no other issue I dealt with had such lasting implications for our national security and prosperity.

My three-word title for this policy was admittedly not very catchy. But my counterparts in the region understood it. They understood that all three words have been essential to its success and will remain essential to its future.
