Economic and Social Impacts of the COVID-19 Pandemic on the Middle East and North Africa

Between October 2020 and May 2021, the Middle East Initiative conducted a series of nationally representative surveys to measure the economic, social, and public health impacts of the COVID-19 pandemic in the Middle East and North Africa (MENA) region.1 Designed and supervised by Tarek Masoud, Faculty Director of the Middle East Initiative, and Yuree Noh, Research Fellow, the surveys collected responses from 8,500 residents of seven countries in the region—Algeria, Egypt, Kuwait, Morocco, Saudi Arabia, Tunisia, and the United Arab Emirates. Our goal is to provide the data and insights needed to develop effective policy responses to current and future public health crises.

This report summarizes our findings on how COVID-19 has disrupted employment, mental health, food security, education, and childcare in the region during its first year. We also show that the consequences of the pandemic were felt most acutely by some of the region’s most vulnerable populations: the poor, women, youth, and children.

Reform Chatter and Democracy

This paper explores the dynamics of media chatter about economic reforms using text analysis from about a billion newspaper articles in 28 languages. The paper shows that the intensity of reform chatter increases during economic downturns. This increase is more significant in democracies. Using instrumental variable techniques, the analysis finds the relationship to be causal. The paper also documents that reform chatter is followed by actual reforms, suggesting that democracies benefit from a “self-correcting” mechanism stemming from changing popular attitudes toward reform.

The Global Order After COVID-19

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

In this Project on Managing the Atom Discussion Paper, Philipp C. Bleek chronicles nuclear weapons proliferation choices throughout the nuclear age. Since the late 1930s and early 1940s, some thirty-one countries are known to have at least explored the possibility of establishing a nuclear weapons program. Seventeen of those countries launched weapons programs, and ten acquired deliverable nuclear weapons.

Russia: Tribulations and Toska

Putin's third presidential term started in May of 2012. He had already served two consecutive terms in 2000-2008, switching places with Prime Minister Dmitry Medvedev in 2008-2012. Putin's first two terms composed a period of sustained growth, which provided empirical ammunition against criticism of his model. The freshman year of Medvedev's presidency coincided with the onset of a global economic crisis that exposed Putin's model to its first serious test.

Tipping the Balance?

Standing before the United States Congress early in March 2015, in the face of a looming deadline in the Iran and P5+1 talks over the Iranian nuclear program, Israeli Prime Minister Benjamin Netanyahu portrayed the negotiations in stark terms. Drawing a direct parallel between biblical plots to persecute Jews in pre-Islamic Persia and modern Iran’s nuclear program, Netanyahu framed Iran as nothing less than an existential threat to Israel. Anything short of a practical dismantling of Iranian nuclear infrastructure would be unacceptable. Largely perceived as an attempt to undermine President Barack Obama’s efforts to reach a negotiated settlement with Iran, Netanyahu’s actions thus proved quite contentious inside the United States.

Strengthening the Verification and Implementation of the Joint Comprehensive Plan of Action

The Joint Comprehensive Plan of Action (JCPOA) puts Iran’s nuclear program under greater scrutiny than before and reduces the likelihood of an overt dash to the bomb for the next 10 years. But the agreement contains a number of notable weaknesses—particularly regarding undeclared nuclear activity and weapons- related research—that should be mitigated by adopting stronger verification measures.

Proliferation Alert! The IAEA and Non-Compliance Reporting

In this new report, Trevor Findlay provides the first comprehensive study of the IAEA's handling of states not complying with their non-proliferation obligations. The report finds that none of the cases have followed the non-compliance process outlined in the Agency's Statute and safeguards agreements. Rather, each case has posed unique challenges to the non-proliferation regime. The report concludes that creativity and deft statecraft are key to the handling of complex non-compliance cases.
