From #Hashtags to Legislation

Ownership of reforms by citizens is often presented as important for success. This paper explores media engagement and support for economic reforms in the Gulf Cooperation Council (GCC) countries using text analysis techniques on publicly available sources. Results show that while reform efforts have intensified in recent years in the GCC, these efforts tend to focus on stronger rather than weaker policy areas, potentially limiting the growth-enhancing effect of reforms. Social media analysis using Twitter shows that the population’s support for reforms has been declining. The analysis of traditional
news media points to more engagement by international than by local media. However, sentiment from international media is less positive about economic reforms in the GCC. Sentiment in international media and social media matters, as evidenced by its positive and strong correlation with FDI inflows into the GCC.

Economic and Social Impacts of the COVID-19 Pandemic on the Middle East and North Africa

Between October 2020 and May 2021, the Middle East Initiative conducted a series of nationally representative surveys to measure the economic, social, and public health impacts of the COVID-19 pandemic in the Middle East and North Africa (MENA) region.1 Designed and supervised by Tarek Masoud, Faculty Director of the Middle East Initiative, and Yuree Noh, Research Fellow, the surveys collected responses from 8,500 residents of seven countries in the region—Algeria, Egypt, Kuwait, Morocco, Saudi Arabia, Tunisia, and the United Arab Emirates. Our goal is to provide the data and insights needed to develop effective policy responses to current and future public health crises.

This report summarizes our findings on how COVID-19 has disrupted employment, mental health, food security, education, and childcare in the region during its first year. We also show that the consequences of the pandemic were felt most acutely by some of the region’s most vulnerable populations: the poor, women, youth, and children.

The Global Order After COVID-19

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

Rewriting the Arab Social Contract

During the fall 2015 semester, former Minister Hedi Larbi convened eight distinguished experts, each with direct operational and academic experience in Arab countries and economies to participate in a study group titled Rewriting the Arab Social Contract: Toward Inclusive Development and Politics in the Arab World. Over the course of seven sessions during the semester, these experts contributed  to an integrated approach to the historical, social, political, and economic dimensions of the Arab uprisings, focusing in particular on the often overlooked economic and social issues at the root of the uprisings.

The Crisis of the Arab State

During the spring 2015 semester, Professor Michael C. Hudson assembled eight leading Middle East scholars under the auspices of the Middle East Initiative at the Belfer Center for Science and International Affairs to participate in a study group titled Rethinking the Arab State: the Collapse of Legitimacy in Arab Politics. Over the course of the semester these experts used a variety of interdisciplinary approaches to  analyze the crisis of legitimacy of the Arab state in the wake of the 2011 uprisings.

War with Iraq: Costs, Consequences, and Alternatives

A December 2002 report, published under the auspices of the Academy’s Committee on International Security Studies (CISS), finds that the political, military, and economic consequences of war with Iraq could be extremely costly to the United States. William D. Nordhaus (Yale University) estimates the economic costs of war with Iraq in scenarios that are both favorable and unfavorable to the United States. Steven E. Miller (Harvard University) considers a number of potentially disastrous military and strategic outcomes of war for the United States that have received scant public attention. Carl Kaysen (MIT), John D. Steinbruner (University of Maryland),and Martin B. Malin (American Academy) examine the broader national security strategy behind the move toward a preventive war against Iraq.

Securing the Peace: The Battle over Ethnicity and Energy in Modern Iraq

This article examines the legal and political impediments to the Kurdish Regional Government's (KRG) exploration and production contracts, which the central government in Baghdad has refused to recognize. The newly established Iraqi national constitution significantly opened as many petroleum-control questions as it resolved. Negotiated in 2005, the constitution not only separated branches of government, but established Federalism as its lodestar. When faced with unresolved issues over regional and national control over petroleum resources, however, International Oil Companies (IOCs) function in an ambiguous legal environment that fails to clearly distinguish between federal and regional powers.
