When Did (and Didn’t) States Proliferate?

In this Project on Managing the Atom Discussion Paper, Philipp C. Bleek chronicles nuclear weapons proliferation choices throughout the nuclear age. Since the late 1930s and early 1940s, some thirty-one countries are known to have at least explored the possibility of establishing a nuclear weapons program. Seventeen of those countries launched weapons programs, and ten acquired deliverable nuclear weapons.

The Energy Implications of a Nuclear Deal between the P5+1 and Iran

On June 23 and 24, twenty five experts met at Harvard University’s Kennedy School of Government under the auspices of the Geopolitics of Energy Project at the Belfer Center for Science and International Affairs. The group, which included experts from academia, the financial sector, government, and the energy industry, spent an evening and the following full day discussing and debating the possible energy implications of a nuclear deal between the P5+1 and Iran.

The abstracts in this booklet summarise the research presented at an academic symposium convened on the sidelines of the 2015 NPT Review Conference. As we write this, journalists and seasoned experts in the nuclear policy field have been speculating about the particularly difficult challenges facing the Review Conference this year. To address those challenges, we would urge all concerned to consider the ideas and analyses presented at this symposium. Experts would be hard-pressed to find a better collection of fresh ideas and approaches for assessing and strengthening the NPT.

Nuclear Disarmament: The Legacy of the Trilateral Initiative

In 1996, the International Atomic Energy Agency (IAEA), the United States and the Russian Federation entered into a cooperative effort – the Trilateral Initiative – aimed at investigating the feasibility and requirements for a verification system under which the IAEA could accept and monitor nuclear warheads or nuclear warhead components pursuant to the NPT Article VI commitments of both States. Although the Initiative ended in 2002, the Model Verification Agreement produced could still serve as the basis for bilateral or multilateral agreements between the IAEA and nuclear-weapon States.

In this paper, Thomas E. Shea and Laura Rockwood examine the potential role for international verification of fissile material in relation to nuclear disarmament, what was accomplished under the Trilateral Initiative and, more importantly, what should be done now to preserve its legacy and take concrete steps towards such verification.

The National Nuclear Security Administration’s Pantex Plant is the only U.S. serial  production facility.

In a Harvard Kennedy School IDEASpHERE session titled "Challenges to US Global Leadership," Graham Allison, Nicholas Burns, David Gergen, David Ignatius, and Meghan O’Sullivan discussed challenges as well as opportunities facing the United States. Burns moderated the session.

Challenges include the rise of China and the future of the U.S.-China relationship, the crises taking place around the world, and the reputation of the U.S. worldwide. An unexpected opportunity is the increase in available energy sources in the United States.

The last seven decades without war among the great powers – what historians describe as “the long peace” – is a remarkable achievement. “This is a rare and unusual fact if you look at the last few thousand years of history,” said Graham Allison, director of the Belfer Center and moderator of the IDEASpHERE panel “Winning the Peace.” “Furthermore, it is no accident. Wise choices by statesmen have contributed to ‘the long peace,’ which has allowed many generations to live their lives.”

Advancing Nuclear Security: Evaluating Progress and Setting New Goals

In the lead-up to the nuclear security summit, Advancing Nuclear Security: Evaluating Progress and Setting New Goals outlines what was accomplished in a four-year effort launched in 2009 to secure nuclear material around the globe—and what remains to be done. The effort made significant progress, but some weapons-usable nuclear materials still remain “dangerously vulnerable." The authors highlight the continuing danger of nuclear and radiological terrorism and call for urgent action.

Suspension of Nuclear Activities Is Not End of Diversion Risks

A long-standing goal of diplomacy with Iran is persuading Iran to suspend its enrichment operations while it clarifies its past activities and while negotiations proceed on a more permanent resolution to the nuclear crisis. However, there is problem in using suspension of nuclear material production as a negotiating step: The technical details of suspension have never been clearly defined. The international community needs to be aware of the diversion risks during a suspension of enrichment activities and should mitigate these risks by including the necessary verification measures during negotiations and signing of any agreement on suspension.

IAEA Safeguards - Evolving to Meet Today’s Verification Undertakings

The 45-year-old NPT anchors states’ commitment to prevent the diversion of nuclear energy to nuclear weapons. The IAEA’s 40-year-old Model Comprehensive Safeguards Agreement (CSA) premises its verification standard on the early detection of diversion of nuclear material to nuclear weapons or purposes unknown.  The Agency’s mission in ensuring that nuclear uses remain solely peaceful has been challenged and remains the case in North Korea, Iran, and Syria. There are lessons to be drawn from the IAEA’s inspection process concerning these countries, and in that context, future adjustments of safeguards methods to consider.
