The Evolution of Russian and Iranian Cooperation in Syria

Although Russia and Iran have converged around the overarching objective of strengthening the Assad regime, Moscow and Tehran's engagement in Syria illustrates a complex mosaic of overlapping interests, broader regional entanglements, and contending approaches to post-war reconstruction. Russia and Iran's visions on the future of Syria include diverging views on military reform and economic investment. However, these disagreements are unlikely to lead to a breakdown of the relationship.

Avoiding a Plastic Pandemic: The Future of Sustainability in a Post COVID-19 World

The ongoing COVID-19 pandemic is upending our lives and the global economy in ways unimaginable until recently. While the overall impacts are still difficult to quantify, ramifications are sure to be felt for decades to come. Providing secure, reliable, and affordable resources for all without causing devastating environmental consequences is perhaps the greatest challenge of the 21st century. But the pandemic has significantly altered dynamics and changed priorities. How is this impacting the quest for sustainability?

In this paper we analyze these challenges by focusing on the plastic industry. There is no doubt that plastic has molded society in many ways that make our lives easier and safer, but it has also created a global environmental and sustainability crisis. In order to curb our addiction to plastic, the world had been waging a war against virgin plastic, but the pandemic has turned an enemy into a much-needed ally. How can we leverage the advantages of plastic without contributing to the world’s environmental crisis? This dilemma poses a significant challenge, but also opens an opportunity to address sustainability at a systemic level through circularity and the transition to low-carbon alternatives to petroleum-based plastics.

From dysfunctional to functional corruption: The politics of reform in Lebanon’s electricity sector

Corruption in the electricity sector has been a major constraint to economic and social progress in many countries. In Lebanon, the electricity sector’s dysfunction and inefficiency mask deeper political economy challenges, including rampant rent-seeking, captured institutions and a fractured state. Over decades, corruption and mismanagement in Lebanon’s electricity sector has contributed to the draining of public finances and has deprived the Lebanese people of their right to reliable and affordable electricity. When Lebanon witnessed an uprising in October 2019, electricity (or the lack thereof) was a focal point of public grievance and it remains a central concern amidst the economic crisis that the country currently faces.

Will ‘We Won’ Become ‘Mission Accomplished’? A US Withdrawal and The Scramble for Northeastern Syria

This report charts some of the major developments in northeastern Syria from the December 2018 withdrawal announcement up until the start of Operation Peace Spring on 9 October 2019. It describes and notes the significance of the bitter dispute between Ankara and Washington over a proposed "safe zone," analyses how the Syrian Democratic Forces (SDF) have sought to navigate the crisis and gauges the strength of the so‑called Islamic State (IS) in Syria. Providing this context enables this report to selectively incorporate more limited analysis on the latest and most pertinent developments in northeastern Syria at the time of this writing.

Environmental Implications and Policy Challenges for Bringing Long-Haul Electric Trucks into China: The Case of the Tesla Semi

The Tesla Semi is a battery powered electric long haul truck currently in the prototype phase. Since cost and technological barriers have prevented electric vehicles from making significant inroads into the market for long haul trucks, the announcement of the Tesla Semi marks one of the first major attempts to bring electrification to on-road long haul freight transport. China, as the world’s largest carbon emitter, is an important market for truck electrification. China has a bourgeoning passenger electric vehicle market but, like the rest of the world, is reliant on heavily polluting diesel trucks for on-road freight transport. 

This paper addresses two main questions:

  1. What are the potential impacts on carbon emissions of electric long haul trucks in China? 
  2. What are the barriers to the adoption of electric long haul trucks in China?

The Role of Electric Vehicles in Decarbonizing China’s Transportation Sector

| April 2019

This paper focuses on the deep decarbonization of the transportation sector. The first part of the paper provides an assessment of China’s efforts to stimulate the rapid deployment of electric vehicles. The second part analyzes the CO2 equivalent reductions from a 20% electric vehicle deployment scenario. It concludes that under most assumptions, emissions will be reduced, but the total reduction will be less than many people believe due to the carbon intensity of battery manufacturing.

Governance of Highly Decentralized Nonstate Actors: the Case of Solar Geoengineering

We here introduce the idea of highly decentralized solar geoengineering, plausibly done in form of small high-altitude balloons. While solar geoengineering has the potential to greatly reduce climate change, it has generally been conceived as centralized and state deployed. Potential highly decentralized deployment moves the activity from the already contested arena of state action to that of environmentally motivated nongovernmental organizations and individuals, which could disrupt international relations and pose novel challenges for technology and environmental policy. We explore its feasibility, political implications, and governance.

Harvard-Tsinghua Workshop on Low-Carbon Development and Public Policy

The Belfer Center’s Environment and Natural Resources Program and the Center for Science, Technology, and Education Policy at Tsinghua University held the fifth annual Tsinghua-Harvard Workshop on Low-Carbon Development and Public Policy. This event brought together leading experts on climate and energy from academic, business, and government communities in both the United States and China. This year’s workshop focused on electricity systems and renewable energy penetration.

The Implications of the Syrian War For New Regional Orders

This paper argues that the impact of the eight-year war in Syria will reverberate across the region for years to come, and explores, in particular, four noteworthy legacies. First, it examines the series of interventions in Syria by regional and foreign powers (including Russia, Turkey, Iran, the United States, Saudi Arabia and the United Arab Emirates) that reconfigured the role of such powers across the region. Second, it reveals the emergence of two opposing alliances in the region, each comprising Arab states, regional Arab and non-Arab powers, global powers and local nonstate actors. These or similar alliances may well reappear in other Middle Eastern conflicts. Third, it analyses the striking number and variety of foreign forces that either directly fought in Syria or indirectly supported warring factions. Since 2012, these forces have included at least twenty states and major non-state players, alongside hundreds of smaller tribal, Islamist and secular rebel and pro-Assad groups. Finally, the paper suggests that the international community’s weak response to the untold war crimes on both sides, and its apparent de facto acceptance of Syrian President Bashar al-Assad’s incumbency, portend continuing regional authoritarian and violent political systems for the foreseeable future.
