Transatlantic Dialogue: The Missing Link in Europe’s Post-Covid-19 Green Deal?

This policy brief emphasizes that the European Green Deal's effectiveness in a post Covid-19 world will require the involvement of strategic partners, especially the US. In the context of a potential US withdrawal from the Paris Agreement and the consequential vacuum, it will be even more important to engage the US in implementing the GD. In light of divergence between the US and the EU during past climate negotiations (e.g. Kyoto, Copenhagen, and Paris), we suggest a gradual approach to US engagement with GD initiatives and objectives.

American Nuclear Diplomacy

In this report, American Nuclear Diplomacy: Forging a New Consensus to Fight Climate Change and Weapons Proliferation, Former Deputy Secretary of Energy and Belfer Center Senior Fellow Daniel Poneman writes that we face two existential threats: nuclear annihilation and catastrophic climate change. Each, he says, stems from human origins. Both must be fought aggressively.

"Multiple studies confirm the grim truth that, even if all nations fulfill their Paris Climate Agreement emissions pledges, the world will still far overshoot the 2°C warming limit scientists say we must not exceed to prevent devastating climate impacts. Carbon-free nuclear energy can help close the gap. But can we expand its environmental benefits without increasing the risks of nuclear terror?"

Poneman outlines a diplomatic strategy and tough-minded, bipartisan policies to get us there.

As the speaker for the public event, Prime Minister of Estonia, TaaviRõivas, spoke at length on the role that digital technology has played in the global competitiveness of Estonia's economy and the robustness of his country's governance and public sector services. The Prime Minister spoke to a large audience comprising of Harvard Kennedy School students, national security fellows, and local Estonian start-up entrepreneurs.

Current policies do not adequately address the private sector’s inability to overcome the demonstration "valley of death" for new energy technologies. Investors and financiers fear that the technology and operational risks at this stage of the cycle remain too high to justify the level of investment to build a commercial-sized facility."

Tranforming the Energy Economy: Options for Accelerating the Commercialization of Advanced Energy Technologies—Framing Statement

"There is broad political consensus that the current energy system in the United States is unable to meet the nation's future energy needs, from the security, environment, and economic perspectives. New energy technologies are required to increase the availability of domestic energy supplies, to reduce the negative environmental impacts of our energy system, to improve the reliability of current energy infrastructure (e.g., smart grid, energy storage), and to increase energy efficiency throughout the economy."

The Corn Plus ethanol plant at Winnebago, Minn., Mar. 16, 2009, is seeking state funding to run a pipe from the city's wastewater treatment plant to their plant in an attempt to reduce ground water consumption.

DOE FY 2011 Budget Request for Energy Research, Development, Demonstration, and Deployment: Analysis and Recommendations

This analysis provides an overview the Department of Energy's fiscal year 2011 energy research, development, demonstration, and deployment (ERD3) budget proposals, and lays out actionable recommendations to strengthen the effort.  Overall, the report concludes that the 7 percent requested increase in applied energy research, development, and demonstration funds, while welcome in a time of budget stringency, remains well short of the sustained investment likely to be needed to meet the energy demands of the 21st century.
