Russia and the Global Nuclear Order

Russia's 2022 invasion of Ukraine illuminated the long profound shadow of nuclear weapons over international security. Russia's nuclear threats have rightfully garnered significant attention because of the unfathomable lethality of nuclear weapons. However, the use of such weapons in Ukraine is only one way—albeit the gravest— that Russia could challenge the global nuclear order. Russia's influence extends deep into the very fabric of this order—a system to which it is inextricably bound by Moscow's position in cornerstone institutions such as the Nuclear Non-Proliferation Treaty (NPT) and the International Atomic Energy Agency (IAEA). From withdrawing from key treaties to stymieing resolutions critical of misconduct, Moscow has demonstrated its ability to challenge the legitimacy, relevance, and interpretations of numerous standards and principles espoused by the West.

The Future of Arctic Council Innovation: Charting a Course for Working-Level Cooperation

This report is based on insights from a two-day workshop hosted by the Belfer Center’s Arctic Initiative in collaboration with the Fridtjof Nansen Institute, the Center for Ocean Governance at the Norwegian Institute of International Affairs, and the Wilson Center's Polar Institute. Participants developed practical recommendations for facilitating working-level cooperation through the Arctic Council and other institutions.

Forging a Democratic Decision Advantage

2023 marked eighty years since the wartime adoption of the BRUSA Agreement between Great Britain and the United States. This 1943 document codified the growing relationship between U.S. and U.K. signals intelligence organizations and included policies governing the exchange of personnel and joint regulations for handling sensitive material. Security directives and protocols aligned operational processes between the democratic governments, setting new cooperative standards for nation-states battling authoritarian regimes.

Iran's Atomic Archive: Lessons Learned for Export Controls and Inspections

The Wisconsin Project on Nuclear Arms Control hosted two roundtables—in September 2019 and March 2021—to identify lessons that should be drawn from the archive of Iranian documents seized by Israel in 2018, related to the effectiveness of export controls, monitoring measures such as international inspections, and other efforts to prevent material and expertise from reaching programs to develop nuclear weapons. Informed by these lessons, the group sought to develop a set of findings and recommendations to support the policymaking and monitoring communities.

The Deal That Got Away: The 2009 Nuclear Fuel Swap with Iran

With concerns and uncertainties regarding Iran’s nuclear future persisting to this day, this paper seeks to review the TRR negotiations and the context in which they unfolded in order to capture some of the lessons of negotiating with Iran regarding its nuclear program, primarily from the viewpoint of senior U.S. officials involved at the time. The paper is also informed by the personal perspective of one of the authors (Poneman) who led the U.S. delegation in the 2009 Vienna talks, and who, prior to this publication, had not publicly elaborated on his experience. The other author (Nowrouzzadeh), who supported the TRR talks in an analytical capacity within the U.S. Department of Defense, also conducted an extensive interview with Poneman as part of their collaboration on this paper. By drawing on existing literature and recent interviews with several senior U.S. officials involved in the negotiations now that over ten years have passed, the authors seek to draw useful lessons from this episode that can assist policymakers in understanding Iran’s nuclear decision-making and in their continued efforts to shape the future trajectory of Iran’s nuclear program.

Addressing Dramatic Changes in the Bering Strait Region Requires Governance Adaptations

The Arctic of today does not resemble the Arctic of fifty years ago, and the Arctic of 2070 will be different still, based on everything we know now. Warmer temperatures on land and in the ocean, retreating sea ice and glaciers, thawing permafrost, rapidly changing ecosystems, range expansion of novel species and stress in native species, changing ocean chemistry, and altered seasons all contribute to significant alteration of a region in an extremely compressed timescale. At the same time, globalization and the increasing international interest in the region add new pressures for access, development and geopolitical positioning in the Arctic. Concerns about the implications and impacts of that intensified engagement generate even more anxiety about the transformation to a brand-new Arctic in the 21st Century.
