This report is based on insights from a two-day workshop hosted by the Belfer Center’s Arctic Initiative in collaboration with the Fridtjof Nansen Institute, the Center for Ocean Governance at the Norwegian Institute of International Affairs, and the Wilson Center's Polar Institute. Participants developed practical recommendations for facilitating working-level cooperation through the Arctic Council and other institutions.

One major effort through which CHIPS and Science seeks to achieve this is the creation of the Technology, Innovation, and Partnerships (TIP) Directorate at the National Science Foundation (NSF). The TIP Directorate’s mission is to advance use-inspired research at NSF, particularly in areas of technology critical to strategic competition. 

This report summarizes a workshop co-hosted by the Arctic Initiative and the Science and Technology Directorate of the U.S. Department of Homeland Security (DHS), focused on the challenges posed by the impacts of rapid climate change in Alaska.

This paper will review the changing world of climate change education and opportunities for adopting innovative pedagogical approaches such as immersive technologies, participatory methods, and art-based learning.

This paper aims to articulate the absence of Indigenous people in Arctic climate change news coverage and to enumerate approaches for generating resonant, representative, and ethical stories in the white hot center of climate change.

The Arctic of today does not resemble the Arctic of fifty years ago, and the Arctic of 2070 will be different still, based on everything we know now. Warmer temperatures on land and in the ocean, retreating sea ice and glaciers, thawing permafrost, rapidly changing ecosystems, range expansion of novel species and stress in native species, changing ocean chemistry, and altered seasons all contribute to significant alteration of a region in an extremely compressed timescale. At the same time, globalization and the increasing international interest in the region add new pressures for access, development and geopolitical positioning in the Arctic. Concerns about the implications and impacts of that intensified engagement generate even more anxiety about the transformation to a brand-new Arctic in the 21st Century.

This discussion paper explores, through an analysis of scholarly and gray literature, along with semi-structured interviews of researchers and research managers in India, the landscape and dynamics of a broad range of linkages between multinational enterprise R&D centers in India and Indian higher education and research institutes, businesses, startups, and policy makers.

The Belfer Center’s Arctic Initiative and the Wilson Center’s Polar Institute co-hosted a workshop with the Icelandic Chairmanship of the Arctic Council at the Harvard Kennedy School of Government entitled, Policy and Action on Plastic in the Arctic Ocean. The event convened global thought leaders, diverse stakeholders, and subject matter experts to begin developing a framework for tackling Arctic marine plastic pollution as one of the focus areas for the Icelandic Chairmanship. 

The Boston Tech Hub Faculty Working Group (FWG), hosted by former Secretary of Defense and Belfer Center Director Ash Carter and Harvard John A. Paulson School of Engineering and Applied Sciences Dean Frank Doyle, holds monthly discussion-based meetings that explore and answer the question:

How do we resolve the dilemmas posed to public good and public purpose, created by technology’s unstoppable advances?

The Boston Tech Hub Faculty Working Group Annual Report is a summary report of findings, key insights, and outstanding questions from the discussions held during the 2019-2020 academic year.  

This paper evaluates factors affecting the potential to transition over time to more efficient longrun climate policies, including the sequence of policies to be adopted. By considering these factors, policymakers can increase the likelihood that more efficient policies emerge from the current suite of less-efficient measures being pursued by some national and sub-national governments. The authors focus on the state of Oregon, which is currently contemplating the adoption of a greenhouse-gas cap-and-trade system.
