China's 21st Century Aspirational Empire

This paper addresses the question of how the Chinese party-state chooses to exercise its economic, financial, diplomatic, military and soft power in the next 25 years will make a great difference to US national security and foreign policy, and to developments in the rest of the world. The paper makes three key points:

The core argument of this paper is that Beijing will likely aspire to pursue an empire-like position globally, not just seek an Asia-Pacific sphere of influence, and that this aspiration will founder. Achieving an empire-like position is both an imperative and is infeasible. The tensions between goal and reality will likely characterize China’s role in the world in coming decades and will be central to the difficulties of US-China relations. Second, there is heuristic value for US policymakers and analysts to consider a 20-year outlook on the rise of China that encompasses China’s pursuit of a global empire-like position. Third, paying close attention to how Beijing organizes its own government, corporate, and non-governmental organizations to seek an empire-like position will provide important signposts emerging tension and trends.

Beyond 2020: Policy Recommendations for the Future of Election Security

The 2020 election presents a paradox. Despite dramatic changes to the election process due to the COVID-19 pandemic and increasingly complex threats since the 2016 election, 2020 is widely regarded as “the most secure [election] in American history.” Operationally, it was also one of the smoothest. State and local election officials overcame unprecedented challenges and scarce resources to administer an election with fewer incidents of cyber compromises, technical failures or long lines than anticipated. After Election Day, recount procedures functioned as designed. Yet, amidst these successes, officials from both parties faced a barrage of mis- and disinformation about the election process that served to undermine confidence in the result.

Though the election security ecosystem survived the triple threat of cybersecurity, physical security, and mis- and disinformation in 2020, this success will prove to be hard to replicate in future election cycles without proper investment and reinforcement.

US Intelligence, the Coronavirus and the Age of Globalized Challenges

This essay makes three arguments. First, the US government will need to establish a coronavirus commission, similar to the 9/11 commission, to determine why, since April 2020, the United States has suffered more coronavirus fatalities than any other country in the world. Second, the COVID-19 pandemic represents a watershed for what will be a major national security theme this century: biological threats, both from naturally occurring pathogens and from synthesized biology. Third, intelligence about globalized challenges, such as pandemics, needs to be dramatically reconceptualized, stripping away outmoded levels of secrecy.

The Global Order After COVID-19

Despite the far-reaching effects of the current pandemic,  the essential nature of world politics will not be transformed. The territorial state will remain the basic building-block of international affairs, nationalism will remain a powerful political force, and the major powers will continue to compete for influence in myriad ways. Global institutions, transnational networks, and assorted non-state actors will still play important roles, of course, but the present crisis will not produce a dramatic and enduring increase in global governance or significantly higher levels of international cooperation. In short, the post-COVID-19 world will be less open, less free, less prosperous, and more competitive than the world many people expected to emerge only a few years ago.

Reconceptualizing Cyber Power

Our intention is to provide the best possible understanding of cyber power capabilities to inform public debate. The Belfer approach proposes eight objectives that countries pursue using cyber means; provides a list of capabilities required to achieve those objectives that demonstrates the breadth of sources of cyber power; and compares countries based on their capability to achieve those objectives. Our work builds on existing cyber indices such as the Economist Intelligence Unit and Booz Allen Hamilton’s 2011 Cyber Power Ranking, by, for example, including a policy dimension and recognizing that cyber capabilities enhance military strength.

Disinformation Threat Watch

While disinformation is a relatively new priority for Western democracies, countries such as Taiwan and South Korea have spent decades battling influence operations from internal and external actors. As democracies, they share structural strengths and challenges with the US, such as the free-flow of information and protections for civil liberties. Based on interviews with over fifty government officials, journalists, and civil society members, the Taiwan and South Korea case studies outline the many specific disinformation characteristics. By highlighting lessons learned from Taiwan and South Korea’s experiences, we hope to equip US policymakers with a wider portfolio of potential solutions.

Democracy is built on the crucial compact that citizens will have access to reliable information and can use that information to participate in government, civic, and corporate decision-making. The technologies of the Information Age were largely built on the assumption that they would strengthen this compact. However, as typified by Russia’s ongoing use of information operations against the United States and Europe, key information technologies have evolved quickly over the past five years and been weaponized against democracies.
