US Intelligence, the Coronavirus and the Age of Globalized Challenges

This essay makes three arguments. First, the US government will need to establish a coronavirus commission, similar to the 9/11 commission, to determine why, since April 2020, the United States has suffered more coronavirus fatalities than any other country in the world. Second, the COVID-19 pandemic represents a watershed for what will be a major national security theme this century: biological threats, both from naturally occurring pathogens and from synthesized biology. Third, intelligence about globalized challenges, such as pandemics, needs to be dramatically reconceptualized, stripping away outmoded levels of secrecy.

Socio-Economic Sustainability of Biofuel Production in Sub-Saharan Africa: Evidence from a Jatropha Outgrower Model in Rural Tanzania

This new discussion paper investigates whether an outgrower scheme for a Jatropha production project in Tanzania is capable of developing “socio-economic sustainable outcomes for farmers.” The answer relies on the inclusion of an analysis of the farmers’ material benefits and subjective perceptions about the overall welfare contribution of the outgrower scheme. This research is the first to propose a practical way to operationalize such an analysis and to apply it to a concrete investment project.

Feeding the Next Generation: Science, Business, and Public Policy

Today, three of ten people on the planet rely on others to grow their food and 900 million remain chronically food insecure. By 2050 the global demand for agricultural production is expected to double. Half of the global population will live in cities and will need to be fed through market channels. Meeting these demands will require significant increases in agricultural productivity. Modern, science-driven farming including genetically modified crops represents the best chance of generating the increases in agricultural productivity necessary to feed our future. This paper's overall conclusion is that genetically modified crops can and should play a critical role in agricultural productivity. It is offers a roadmap for those interested in objectively evaluating both the risk and benefits of biotechnology in agriculture.

Each chapter describes how the sector could evolve depending on the policy and strategies that individual countries may select. However, the assumption is that individual choices may have global impacts. Each scenario therefore tries to provide insights on the global economic, energetic, environmental and trade repercussions of specific policy developments.

Three hypothetical scenarios in the context of the intellectual property protection of second generation biofuels are developed, with each scenario representing a different level of strictness of protection. Therefore, each scenario translates into a different level of potential access to advanced biofuel technologies by developing countries."

This paper considers opportunities for improved and expanded international development and transfer of climate technologies. It characterizes the economic scale of the climate technology challenge, and it reviews the pattern of public and private R&D and the rationale for R&D policies within the global innovation system. The paper clarifies the importance of options for inducing technology market demand through domestic GHG pricing, international trade, and international development assistance. It then turns to upstream innovation strategies, including international coordination and funding of climate technology R&D, and knowledge transfer through intellectual property. The paper concludes that a successful international effort to accelerate and then sustain the rate of development and transfer of GHG mitigation technologies must harness a diverse set of markets and institutions beyond those explicitly related to climate, to include those for energy, trade, development, and intellectual property.
