The human tragedy continuing to unfold in Gaza and Israel reminds us how important it is to get strategic forecasting right. While in no way excusing Hamas’ culpability for 7 October, we also cannot dismiss the fact that the failure to anticipate and prepare for such an attack has had grave consequences for communities on both sides of this conflict, undermined efforts to bring peace and prosperity to the region, and affected global interests through the expansion of the conflict to the Red Sea and potentially beyond. 

India aims to become a leading producer of green hydrogen by the next decade as part of its broader industrial and decarbonization strategies. This brief provides an overview of India's current hydrogen strategy, as well as the challenges - land and water scarcity, infrastructure gaps, and financing gaps - that must be addressed in order for India to achieve its ambitious goals.

Russia's 2022 invasion of Ukraine illuminated the long profound shadow of nuclear weapons over international security. Russia's nuclear threats have rightfully garnered significant attention because of the unfathomable lethality of nuclear weapons. However, the use of such weapons in Ukraine is only one way—albeit the gravest— that Russia could challenge the global nuclear order. Russia's influence extends deep into the very fabric of this order—a system to which it is inextricably bound by Moscow's position in cornerstone institutions such as the Nuclear Non-Proliferation Treaty (NPT) and the International Atomic Energy Agency (IAEA). From withdrawing from key treaties to stymieing resolutions critical of misconduct, Moscow has demonstrated its ability to challenge the legitimacy, relevance, and interpretations of numerous standards and principles espoused by the West.

This report is based on insights from a two-day workshop hosted by the Belfer Center’s Arctic Initiative in collaboration with the Fridtjof Nansen Institute, the Center for Ocean Governance at the Norwegian Institute of International Affairs, and the Wilson Center's Polar Institute. Participants developed practical recommendations for facilitating working-level cooperation through the Arctic Council and other institutions.

As of early January 2024, discussion of the Gaza war heavily focuses on its humanitarian costs, cease fire possibilities, hostage prospects, and “day after” options. Yet what longer-term strategy guides actions on these vital issues while offering a more positive vision for Israelis, Palestinians, and key regional players? This paper sketches such a vision and strategy, but far more importantly, highlights the formidable barriers to its realization—and the elements of a realistic path to overcoming those barriers. With old political assumptions jolted by recent events, an opening exists for a new and better regional reality to take shape.

Decarbonizing existing buildings is a key component of greenhouse gas emission reduction strategies, but private investors have been slow to finance residential decarbonization projects because of a range of barriers. Authors Chang, Fornara, and Sanghvi argue that green banks could play a major role in unlocking public and private financing for projects that are currently financially unviable. 

Since its founding in 1948, Israel has been engaged in a series of forever wars. After each war, the IDF, Mossad, Shin Bet, and others in the intelligence and security community analyze what happened and summarize their findings in after-action, or “lessons learned,” reports. Former leaders from these institutions, many of whom retain close relations with their successors, also produce reports on what happened and identify takeaways for the future. Thus, in trying to make sense of what’s happening now, lessons these experts have distilled from their experiences provide a sound starting point.

Al-Juaied and Whitmore examine the costs and prospects for direct air carbon capture and storage (DACCS), and identify types of funding needed for early deployment for DACCS and building momentum for later widespread deployment. The challenges of implementing DACCS at very large scale further emphasize the need for urgent and widespread action to reduce emissions, which should continue to be the main priority for meeting climate goals.

This report summarizes a five-session study group with 25 Harvard students hosted by MEI Senior Fellow Ambassador (Ret.) Edward Djerejian on the Israeli-Palestinian conflict. The sessions took place in the spring of 2023. 

This brief examines the national challenges related to deploying and scaling infrastructure to transport CO₂ from capture sites to storage or utilization sites at a scale consistent with achieving net-zero by 2050.
