The big international oil companies are going through a crisis little noticed by analysts and the markets. It is a crisis of results and of vision.

Simply put, the majors — companies like Exxon Mobil, Royal Dutch Shell and BP — aren’t growing. They have discovered relatively little oil in recent years despite increasing investment. They also have lost their exclusive lock on the skills that made them indispensable to oil-producing countries.

Trends in Investments in Global Energy Research, Development, and Demonstration

Recent national trends in investments in global energy research, development, and demonstration (RD&D) are inconsistent around the world. Public RD&D investments in energy are the metric most commonly used in international comparative assessments of energy-technology innovation, and the metric employed in this article. Overall, the data indicate that International Energy Agency (IEA) member country government investments have been volatile: they peaked in the late 1970s, declined during the subsequent two decades, bottomed out in 1997, and then began to gradually grow again during the 2000s.

The Security Curve and the Structure of International Politics: A Neorealist Synthesis

Realist scholars have long debated the question of how much power states need to feel secure. Offensive realists claim that states should constantly seek to increase their power. Defensive realists argue that accumulating too much power can be self-defeating. Proponents of hegemonic stability theory contend that the accumulation of capabilities in one state can exert a stabilizing effect on the system. The three schools describe different points along the power con­tinuum. When a state is weak, accumulating power increases its security. This is approximately the situation described by offensive realists. A state that con­tinues to accumulate capabilities will eventually triggers a balancing reaction that puts its security at risk. This scenario accords with defensive realist as­sumptions. Finally, when the state becomes too powerful to balance, its oppo­nents bandwagon with it, and the state’s security begins to increase again. This is the situation described by hegemonic stability theory. These three stages delineate a modified parabolic relationship between power and secu­rity. As a state moves along the power continuum, its security increases up to a point, then decreases, and finally increases again. This modified parabolic re­lationship allows scholars to synthesize previous realist theories into a single framework.

Energy Innovation Policy in Major Emerging Countries

New Harvard Kennedy School research finds that energy research, development, and demonstration (ERD&D) funding by governments and 100 percent government-owned enterprises in six major emerging economies appears larger than government spending on ERD&D in most industrialized countries combined. That makes the six so-called BRIMCS countries—Brazil, Russia, India, Mexico, China, and South Africa—major players in the development of new energy technologies. It also suggests there could be opportunities for cooperation on energy technology development among countries.

Governmental Energy Innovation Investments, Policies and Institutions in the Major Emerging Economies: Brazil, Russia, India, Mexico, China, and South Africa

Over the past decade, countries with emerging economies like Brazil, Russia, India, Mexico, China, and South Africa have become important global players in political and economic domains. In 2007, these six countries consumed and produced more than a third of the world's energy and emitted about 35 percent of total greenhouse-gas (GHG) emissions. The changing global energy landscape has important implications for energy technology innovation (ETI) nationally and internationally. However, there is limited information available about the investments and initiatives that are taking place by the national governments within these countries. This paper presents the information available on energy RD&D investments in the emerging economies.

In the 1970s, nuclear-power boosters expected that by now nuclear power would produce perhaps 80 to 90 percent of all electrical energy globally. Today, the official high-growth projection of the Organization for Economic Co‑operation and Developments (OECD) Nuclear Energy Agency (NEA) estimates that nuclear power plants will generate about 20 percent of all electrical energy in 2050. Thus, nuclear power could make a significant contribution to the global electricity supply. Or it could be phased out — especially if there is another accidental or a terrorist-caused Chernobyl-scale release of radioactivity. If the spread of nuclear energy cannot be decoupled from the spread of nuclear weapons, it should be phased out.
