This Handbook offers a comprehensive overview of the latest research from leading scholars on the international political economy of energy and resources. Highlighting the important conceptual and empirical themes, the chapters study all levels of governance, from global to local, and explore the wide range of issues emerging in a changing political and economic environment.

This paper is a background review representing part of the initial phase of the Financing the Urban Transition work program. The review builds on a growing body of research that highlights both the importance of national sustainable infrastructure and the need to develop more effective and efficient financing mechanisms for delivering compact, connected cities that meet the UN’s Sustainable Development Goals. While progress has been made in both these areas over the last five years, there remains a policy gap between the international/national level and the municipal level.

"Sustaining African agricultural transformation will require national policy approaches which emphasize the need to transition toward sustainable agriculture. More specifically, they will need to pursue strategies that allow for the integration of precision agriculture in existing farming methods. Such policies could focus on six key elements: biological diversity; ecology and emerging technologies; infrastructure; research and training; entrepreneurship and regional trade; and improved governance of agricultural innovation."

Many energy consumers, and even analysts and policymakers, confront and frame energy and climate risks in a moral vacuum, rarely incorporating broader social justice concerns. Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

The Spring 2014 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This edition highlights the Belfer Center’s deepening engagement with China and increasing collaboration with Harvard Kennedy School’s Ash Center for Democratic Governance around critical issues related to China. We announce former Australian Prime Minister Kevin Rudd as a new Belfer Center senior fellow who will lead efforts to explore possibilities and impacts of a new strategic China-U.S. relationship. The Winter 2010/11 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights a major Belfer Center conference on technology and governance, the Center's involvement in the nuclear threat documentary Countdown to Zero, and a celebration of Belfer Center founder Paul Doty.

An upcoming report by the Belfer Center's Agricultural Innovation in Africa project was the focus of recent meetings in Tanzania to discuss how efforts around agricultural innovation can spur economic development in Africa.

The purpose of this volume is to present possible scenarios for the biofuels industry. Each chapter describes how the sector could evolve depending on the policy and strategies that individual countries may select. However, the assumption is that individual choices may have global impacts. Each scenario therefore tries to provide insights on the global economic, energetic, environmental and trade repercussions of specific policy developments.

"Chapter III analysed the commercial viability of second generation biofuels. This chapter focuses on related intellectual property rights (IPRs) aspects. Three hypothetical scenarios in the context of the intellectual property protection of second generation biofuels are developed, with each scenario representing a different level of strictness of protection. Therefore, each scenario translates into a different level of potential access to advanced biofuel technologies by developing countries."

The Winter 2008-09 issue of the Belfer Center newsletter features recent and upcoming research, activities, and analysis by Center faculty, fellows, and staff on critical global issues. "What should the next president do first?" is a question raised in this issue. Belfer Center experts respond to the question with advice on what they consider priority issues of national security, climate/energy policy, and the economic crisis.

The Winter 2008-09 issue also features take-aways from the Center’s recent “Acting in Time on Energy Policy” conference hosted by the Energy Technology Innovation Policy research group. In addition, it spotlights Belfer Center Faculty Affiliate Richard Clarkeand new Kennedy School Professor Nicholas Burns.
