'China Marching with India': India's Cold War Advocacy for the People's Republic of China at the United Nations, 1949–1971

Recent scholarship on Sino-Indian relations in the 1950s has emphasized cooperation, revising previous narratives of an inexorable march towards the 1962 border war. This article reassesses that cooperation by focusing on India's role as an intermediary between the unrecognized government in Beijing and the United Nations (UN). Chinese sources reveal that Sino-Indian cooperation over UN affairs was complicated by competing conceptions of how the decolonizing world should fit into the international system and who should be at the helm. Despite such disagreements, the Cold War UN provided a setting where divergent post-colonial visions could be sublimated into meaningful international cooperation.

Modern states recurrently buttress their militaries with legionnaires—soldiers who are neither citizens nor subjects of the governments for which they fight. Legionnaire recruitment is a function of political constraints on a government's ability to enlist citizens and its perceptions of external territorial threats.

What explains the scale and speed of nuclear proliferation? One key factor is the level of competition among suppliers in the market for nuclear materials and technologies. When suppliers form a cartel, fewer countries can acquire what they need for a nuclear weapons program. If great power competition intensifies, suppliers will find it harder to cooperate and nuclear proliferation could accelerate.

How the Next Nuclear Arms Race Will Be Different from the Last One

All the world's nuclear-armed states (except for North Korea) have begun modernizing and upgrading their arsenals, leading many observers to predict that the world is entering a new nuclear arms race. While that outcome is not yet inevitable, it is likely, and if it happens, the new nuclear arms race will be different and more dangerous than the one we remember. More nuclear-armed countries in total, and three competing great powers rather than two, will make the competition more complex. Meanwhile, new non-nuclear weapon technologies — such as ballistic missile defense, anti-satellite weapons, and precision-strike missile technology — will make nuclear deterrence relationships that were once somewhat stable less so.
