"The key to a solution to both — the quagmire that has unfolded in Syria and the threat posed by Islamic terrorism — is to deprive the terrorist groups of their main propaganda tools and to form a new Syrian government that excludes Assad (and his foreign Shiite allies) but includes representatives from all of the non-fundamentalist groups involved in the civil war."

Ayman Khalil asked whether the effort to create a WMD-free zone in the Middle East is dead. Martin's answer is this: The effort will continue, but the opportunity presented by the 2010 Review Conference for the Nuclear Non-Proliferation Treaty (NPT) may be slipping out of reach.

"Biotechnology offers Africa a wider range of economic opportunities than the Green Revolution did. It is already being used to improve food production and establish or revive cotton production. Its economic impact is therefore likely to go well beyond the farm sector to include industrial development."

"The surge in interest in Africa by China and India requires a different approach that does not view the continent as a helpless victim of foreign influence. To that end African countries are seeking to replace classical foreign policy that focuses on access to markets in return for raw materials with a new vision of economic diplomacy."

Japan announced it will double its aid to Africa over the next five year at the Fourth Tokyo International Conference on African Development (TICAD IV) held in Yokohama on May 28–30, 2008....TICAD IV marked a clear departure from previous development conferences, which focused largely on Africa’s immediate crises and challenges, such as corruption and poor governance. Instead, it stressed the importance of human resource development (including higher education and vocational training), industrial development, infrastructure, and trade.

"African universities could be the continent's gateways into the global knowledge economy for local diffusion of new technologies. But this potential remains unrealized because universities and research institutes in Africa remain digitally isolated from the rest of the world. This is partly because of government neglect and lack of strategic policies on Internet access....Providing low-cost, high-speed Internet access to African universities will help Africa build the capacity it needs to solve its own problems. It is one of the most strategic investments that the G-8 countries can make in Africa in the coming few years."

SOME IN the West have recently begun referring to the 2008 Beijing Olympics as the "Genocide Olympics" because of China's continued business ties with Sudan and its reluctance to intervene decisively in the Darfur conflict....
