"Belfer Center Newsmakers" highlights members of the Belfer Center community who have been featured recently in the news.

In this new oped for the Bulletin of the Atomic Scientist, MTA Associate Aaron Arnold and colleague Nikos Passas consider the role of banks in monitoring and verifying proliferation-related transactions. He outlines steps that the P5+1 and Iran can take in a final agreement that will allow them to remain vigilant about proliferation financing.

Given the seriousness of the ongoing standoff on the Korean peninsula, South Korea's emergence as an active contributor to international security addressing challenges far from the Korean peninsula is a striking new development, marking South Korea's emergence as a producer rather than a consumer of global security resources. This volume outlines South Korea's progress and accomplishments toward enhancing its role and reputation as a contributor to international security.

The following report presents a consensus view of the members of a bipartisan study group on the U.S.-Japan alliance. The report specifically addresses energy, economics and global trade, relations with neighbors, and security-related issues. Within these areas, the study group offers policy recommendations for Japan and the United States, which span near- and long-term time frames. These recommendations are intended to bolster the alliance as a force for peace, stability, and prosperity in the Asia-Pacific region and beyond.

"US officials have long scolded China for not letting markets work, and for trying to run too much of their modern economy through state targets and inflexible mandates. The damage done by the US' ethanol mandate in the context of today's Midwest drought gives Chinese officials a chance to tell their counterparts from the US, 'Practice what you preach'."

The spread of nuclear weapons is one of the most significant challenges to global security in the twenty-first century. Limiting the proliferation of nuclear weapons and materials may be the key to preventing a nuclear war or a catastrophic act of nuclear terrorism. Going Nuclear offers conceptual, historical, and analytical perspectives on current problems in controlling nuclear proliferation. It includes essays that examine why countries seek nuclear weapons as well as studies of the nuclear programs of India, Pakistan, and South Africa.

Matthew Fuhrmann's article "Spreading Temptation: Proliferation and Peaceful Nuclear Cooperation Agreements," was published by in the Summer 2009 issue of International Security. In his article, Dr. Fuhrmann argues "Peaceful nuclear cooperation—the transfer of nuclear technology, materials, or know-how from one state to another for peaceful purposes—leads to the spread of nuclear weapons. With a renaissance in nuclear power on the horizon, major suppliers, including the United States, should reconsider their willingness to assist other countries in developing peaceful nuclear programs."

The Winter 2008-09 issue of the Belfer Center newsletter features recent and upcoming research, activities, and analysis by Center faculty, fellows, and staff on critical global issues. "What should the next president do first?" is a question raised in this issue. Belfer Center experts respond to the question with advice on what they consider priority issues of national security, climate/energy policy, and the economic crisis.

The Winter 2008-09 issue also features take-aways from the Center’s recent “Acting in Time on Energy Policy” conference hosted by the Energy Technology Innovation Policy research group. In addition, it spotlights Belfer Center Faculty Affiliate Richard Clarkeand new Kennedy School Professor Nicholas Burns.

"China’s ability to respond rapidly to requests for investment in new areas such as infrastructure has emboldened many African leaders who are under pressure to meet their electoral promises....Many of the transactions between China and Africa are kept confidential and little is known about their terms. Promoting greater transparency and mutual learning from those arrangements will help to improve the image of Chinese businesses in Africa."
