The Silk Road between a Rock and a Hard Place: Russian and Chinese Competition for Central Asia's Energy

China’s displacement of Russian economic influence in Central Asia is generating great interest in Western academic and policy circles, but this research has, as yet, yielded few analytical nuances. This article attempts to shed light on the under-researched question of what explains Central Asian governments’ failure to more effectively capitalize on the growing Central Asian rivalry between Russia, China, the United States, Turkey, Iran, South Korea, Japan, and other regional powers that, since the early 1990s, has been overwhelmingly directed towards strategic energy considerations and hydrocarbon interests.

By targeting products from areas supportive of President Donald Trump, they clearly hope to generate pressure to lift U.S. tariffs or even create broader political problems for the president. But China is sending much more interesting — and complex — messages with its indication that it may place retaliatory tariffs on U.S. energy exports.

Transformed Gas Markets Fuel US-Russian Rivalry, But Europe Plays Key Role Too

This month, the Wall Street Journal reported that U.S. President Donald Trump has been pressuring Germany to drop its support for a major new Russian gas pipeline if Europe wants to avoid a trade war with Washington, while a senior U.S. diplomat warned that the project could be hit with U.S. sanctions; Russian President Vladimir Putin responded defiantly. This development, sadly, fuels the further politicization of the European gas market—a space that, in many ways, has reflected the triumphs of a depoliticized, pro-market technocracy, which has managed to stimulate competition and lower prices irrespective of changing political trends. Just last year, Trump called on European countries to buy American liquefied natural gas, or LNG, which, for now, remains more expensive than Russia’s pipeline gas. Certainly, the U.S. has much to gain on the global gas market, which has changed drastically over the past decade, as America rapidly transformed from an importer to an exporter. Europe’s gas market, meanwhile, has much to gain from additional supply. But Trump’s approach, especially if the latest reports are true, both alienates Western European partners and feeds into a sensationalist, simplistic portrayal of the new U.S. role’s effect on Russia—as a zero-sum game, in which these new, plentiful U.S. gas supplies serve as an antidote to Russia's “gas dominance” in Europe and hence to Moscow's political leverage.

The Geopolitics of Renewable Energy

For a century, the geopolitics of energy has been synonymous with the
geopolitics of oil and gas. However, geopolitics and the global energy economy
are both changing. The international order predominant since the
end of World War II faces mounting challenges. At the same time, renewable
energy is growing rapidly. Nevertheless, the geopolitics of renewable
energy has received relatively little attention, especially when considering
the far-reaching consequences of a global shift to renewable energy.

The paper starts with a discussion of seven renewable energy scenarios
for the coming decades: the IEA’s World Energy Outlook 2016, the EIA’s
International Energy Outlook 2016, IRENA’s REmap 2016, Bloomberg’s
New Energy Outlook 2016, BP’s Energy Outlook 2016, Exxon-Mobil’s Outlook
for Energy 2016 and the joint IEA and IRENA G20 de-carbonization
scenario.

The G20 must govern the shift to low-carbon energy

The world's energy system needs rebuilding. The Paris agreement to keep global warming “well below 2 °C above pre-industrial levels” demands that we replace fossil fuels with solar, wind, geothermal and biomass energy. The price tag is vast: investing US$120 trillion in energy projects between 2016 and 2050, at twice the current annual rate of $1.8 trillion a year, will deliver a 66% chance of achieving the Paris target. We must halve oil production and stop using coal to produce electricity.

A rural stove using biomass cakes, fuelwood and trash as cooking fuel... It is a major source of air pollution in India, and produces smoke and numerous indoor air pollutants at concentrations 5 times higher than coal.

Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

Putin's third presidential term started in May of 2012. He had already served two consecutive terms in 2000-2008, switching places with Prime Minister Dmitry Medvedev in 2008-2012. Putin's first two terms composed a period of sustained growth, which provided empirical ammunition against criticism of his model. The freshman year of Medvedev's presidency coincided with the onset of a global economic crisis that exposed Putin's model to its first serious test.
