Stephen M. Walt asks the following question: Is the real problem that Washington can't trust others, or rather that other states can't trust it? 

"As bad as Trump's first six months have been, there are a number of major foreign-policy blunders he hasn’t made yet and for which we should therefore be grateful. Unfortunately, there are also signs he's contemplating several of them, and plunging ahead may look more tempting as his political fortunes erode. The more desperate he gets, the more he may be inclined to divert attention from his incompetence here at home by stirring up trouble somewhere else."

For a century, the geopolitics of energy has been synonymous with the
geopolitics of oil and gas. However, geopolitics and the global energy economy
are both changing. The international order predominant since the
end of World War II faces mounting challenges. At the same time, renewable
energy is growing rapidly. Nevertheless, the geopolitics of renewable
energy has received relatively little attention, especially when considering
the far-reaching consequences of a global shift to renewable energy.

The paper starts with a discussion of seven renewable energy scenarios
for the coming decades: the IEA’s World Energy Outlook 2016, the EIA’s
International Energy Outlook 2016, IRENA’s REmap 2016, Bloomberg’s
New Energy Outlook 2016, BP’s Energy Outlook 2016, Exxon-Mobil’s Outlook
for Energy 2016 and the joint IEA and IRENA G20 de-carbonization
scenario.

Contrary to a small army of critics and "armchair quarterbacks," Professor Burns gives Secretary of State John Kerry a "job-well-done" in his first six months on the job. From orchestrating this weeks talks in Washington between the Israelis and Palestinians, to cultivating key relationships with India, China and other Asian states, Burns is encouraged that Secretary Kerry is putting diplomacy back on the map. Burns also stresses that diplomacy takes time, and in the digital world of "right now," it is important that we remember that diplomacy and its results are not instant.

In this new lead article, Prof. Calestous Juma, Harvard University and Prof. Yee-Cheong Lee, UNESCO, reflect on the progress made since the UN Millennium Project's Task Force report on science, technology and innovation (ST&I) was published. In 2005, the Task Force released the report Innovation: applying knowledge in development. It outlined a number of ways in which ST&I could be used to realize the UN Millennium Development Goals (MDGs). The authors claim that the report has played a key catalytic role in raising global awareness of the importance of ST&I in development.

"Biotechnology offers Africa a wider range of economic opportunities than the Green Revolution did. It is already being used to improve food production and establish or revive cotton production. Its economic impact is therefore likely to go well beyond the farm sector to include industrial development."

"Africa's national diversity is becoming a burden for diplomatic interaction. It is more efficient for the United States to work with regional groups in Africa than with individual states. This means that efforts to foster regional integration by creating larger markets, simplifying trading rules, reducing corruption, and investing in regional infrastructure to promote movement of goods will go a long way toward strengthening US-Africa relations."

Africa is yet to adopt full scale technology-led development. Steve Mbogo spoke to the Director of the Belfer Center's Science, Technology, and Globalisation Project and professor at Harvard University Calestous Juma on the opportunities that await the continent as a late comer.

"The tools available to India in the 1960s are not sufficient to address the challenges that African agriculture now faces. These include a rapidly-growing population, productivity loss due to ecological disruption, environmental decay, droughts, climate change, and conflict. Biotechnology offers additional tools that can help Africa address some of these challenges. It is another moment that calls for the kind of political courage that led to the adoption of the Green Revolution."
