The geopolitical implications of solar displacing oil as the world’s major source of energy are enormous. Why has the Middle East been a central arena in the “great game” for the past century? Because countries there have been the major suppliers of the oil and gas that powered 20th-century economies. If, over the next decade, photovoltaic cells that capture energy from the sun were to replace a substantial part of the demand for oil and gas, who will the biggest losers be? THE YEAR before he died in 2017, one of America’s leading twentieth-century strategic thinkers, Zbigniew Brzezinski, sounded an alarm. In analyzing threats to American security, “the most dangerous scenario,” he warned, would be “a grand coalition of China and Russia…united not by ideology but by complementary grievances.” This coalition “would be reminiscent in scale and scope of the challenge once posed by the Sino-Soviet bloc, though this time China would likely be the leader and Russia the follower.”

A Sino-Russian Military-Political Alliance Would Be Bad News for America

Washington would do well instead to normalize relations with Russia in the short term—on the condition that Moscow make concerted, genuine efforts to resolve the conflicts in Ukraine and Syria on terms acceptable to key stakeholders—while continuing to maintain a constructive relationship with China.
