Driving Force or Forced Transition?: The Role of Development Cooperation in Promoting Energy Transitions in the Philippines and Morocco

This article contributes to the understanding of transitions towards low carbon societies in the developing world. While adding extensive empirical insights from the status of energy transitions in two countries faced with major energy challenges, the Philippines and Morocco, the authors contribution enquires what role external actors like international donors in general, and Germany in particular, can play in such transitions.

Energy Technology Innovation Policy in the Backdrop of the U.S.-China Emissions Agreement

The Energy Technology Innovation Policy research group at the Harvard Kennedy School and the Tsinghua School of Public Policy and Management convened a workshop at Tsinghua University in Beijing on June 18–19, 2015 to build on the momentum created by the U.S.-China joint emissions agreement and the upcoming Paris negotiations. The objective of the Workshop was to discuss the current state of affairs in China, in the United States, and in selected other countries as well as academic research on: (1) the funding and allocation of government investments in R&D, with a particular focus in energy; (2) the impact of policy on private sector innovation in energy; and (3) the management of publicly funded R&D organizations.

Steps to China's Carbon Peak

China is the world's largest emitter of carbon dioxide, accounting for one-quarter of the global total in 2013. Although the country has successfully lowered the rate of emissions from industry in some cities through improved technology and energy-efficiency measures, rapid economic growth means that more emissions are being added than removed. Without mitigation, China's CO2 emissions will rise by more than 50% in the next 15 years.

Not in My Backyard, but Not Far Away from Me: Local Acceptance of Wind Power in China

Local acceptance of wind energy technology has become an important factor to consider when designing local and national wind energy technological innovation policies. Previous studies have investigated the factors that shape the local acceptance of wind power in high-income countries. However, to the best of the authors' knowledge, these factors had not been investigated in China. Utilizing a survey and quantitative analysis, the authors have identified the factors that are correlated with local acceptance of wind power in China.

The Water-Carbon Trade-off of China's Coal Power Industry

The energy sector is increasingly facing water scarcity constraints in many regions around the globe, especially in China, where the unprecedented large-scale construction of coal-fired thermal power plants is taking place in its extremely arid northwest regions. As a response to water scarcity, air-cooled coal power plants have experienced dramatic diffusion in China since middle 2000s. By the end of 2012, air-cooled coal-fired thermal power plants in China amounted to 112 GW, making up 14% of China's thermal power generation capacity. But the water conservation benefit of air-cooled units is achieved at the cost of lower thermal efficiency and consequently higher carbon emissions intensity.

International Support for Feed-in Tariffs in Developing Countries—A Review and Analysis of Proposed Mechanisms

"Government support in the form of so-called feed-in tariff policies (FITs), which combine long-term, fixed-price electricity purchase agreements and guaranteed grid-access, has attracted large private-sector investments in sustainable electricity generation in the industrialized world. In an effort to replicate these experiences globally, a number of international organizations, NGOs, banks and donor countries are proposing mechanisms to cover part of the cost of FITs in developing countries. This paper reviews these proposals for supported FITs and then uses a case study of Thailand's Alternative Energy Development Plan 2013–2021 to investigate the opportunities and challenges of supporting FITs at a global scale."
