China's 21st Century Aspirational Empire

This paper addresses the question of how the Chinese party-state chooses to exercise its economic, financial, diplomatic, military and soft power in the next 25 years will make a great difference to US national security and foreign policy, and to developments in the rest of the world. The paper makes three key points:

The core argument of this paper is that Beijing will likely aspire to pursue an empire-like position globally, not just seek an Asia-Pacific sphere of influence, and that this aspiration will founder. Achieving an empire-like position is both an imperative and is infeasible. The tensions between goal and reality will likely characterize China’s role in the world in coming decades and will be central to the difficulties of US-China relations. Second, there is heuristic value for US policymakers and analysts to consider a 20-year outlook on the rise of China that encompasses China’s pursuit of a global empire-like position. Third, paying close attention to how Beijing organizes its own government, corporate, and non-governmental organizations to seek an empire-like position will provide important signposts emerging tension and trends.

Countering Terrorism With "Blue Sky" Thinking

In the past, strategic surprise has often stemmed from a failure of imagination. Most intelligence failures are rooted in a lack of foresight or early warning of impending events. Blue sky thinking seeks to prevent these surprises by devoting more attention not just to known risks and likely scenarios, but also to low probability, high impact events. In an unprecedented step in forging ongoing global collaboration, 129 global experts gathered in Amman, Jordan, in December 2021. The conference was held under the auspices of Jordan’s Aqaba Process and facilitated by representatives from the Harvard Kennedy School Belfer Center’s Intelligence Project. Attendees included intelligence officers, diplomats, military officers, private sector practitioners, and academics representing 29 countries, 5 continents, and 68 government and private sector organizations. Through presentations and discussion under Chatham House Rules, the conference facilitated an open exchange of ideas on the possible next big threats from terrorism and on strategies for moving forward.

Counterterrorism in a Time of Great Power Rivalry

Since 11 September 2001 the United States has been able to drive the global counterterrorism agenda as it saw necessary. Those days are over. The global environment has permanently shifted. The open rivalry with Moscow and growing competition with China are going to increase the potential costs on U.S. counterterrorism activity and outright restrain it in others.

In September of 1991, I met with Russian general officers in Minsk at a military reform seminar. Our discussions took place against the backdrop of the August coup attempt in Moscow, the subsequent collapse of Soviet power, and the so-called parade of sovereignty by former Soviet Republics. At the same time, President Yeltsin was signaling his intent to change dramatically the national security strategy, military doctrine, and military system the Soviet Union had developed since the 1940s.

NATO and Russia Must Reopen Contact to Keep the “Cold War” Cold

On November 24th, 2015, fighter aircraft from Turkey, a NATO state, shot down a Russian Su24 fighter along the Turkish-Syrian border.  A local Syrian rebel group claimed to have found one of the pilots dead.  Not since a Soviet sentry shot US Army Major Arthur Nicholson in 1985, has there been a shooting death between the forces of Russia and members of NATO.....

Even if it is not possible to reconcile the two sides politically and diplomatically, it is vital that a military dialogue reopen now to provide national leaders with a means to deconflict and resolve security issues without resorting to force.  NATO and Russia should reopen military-to-military contacts to provide transparency over capabilities and intentions – the two components of a threat.  This kind of dialogue was able to keep the Cold War “cold” and is needed again.

In Putin’s view, any solution short of changing the European security system—including full integration, separation by erecting new walls, freezing the status quo around Russia, or partnering with other countries to counter-balance the powers in the European system—only means Russia’s inevitable loss of great power status and the loss of his personal power at home.
