Addressing Russian and Chinese Cyber Threats: A Transatlantic Perspective on Threats to Ukraine and Beyond

In an interconnected world, cyberattacks are becoming more frequent and sophisticated. Building resilience against this asymmetric threat is critical for countries to protect their economies, critical infrastructure, and democratic institutions. However, cyberattacks do not respect borders, and no country can address this threat alone. The strength and longevity of the transatlantic partnership between the EU and the U.S. presents a unique opportunity to address this strategic threat through international cooperation. Through an analysis of cyberwarfare in the ongoing war in Ukraine, this paper proposes policy recommendations to enhance transatlantic coordination and cooperation against current and future adversaries in a new era of strategic competition. Ultimately, a stronger transatlantic partnership is critical for protecting international democratic norms, building resilience against cyber threats, and strengthening global security and stability.

Defending democratic values

The United States president, Joe Biden, has made restoring alliances and partnerships a central feature of his foreign-policy agenda. As he arrives in Europe for the first overseas trip of his presidency, the time is ripe for the transatlantic relationship to advance an agenda of democratic resilience.

Strengthening policy co-ordination on Russia and China will be central to this agenda—although transatlantic partners are not expected to be in lockstep with him on every issue. Instead of lamenting where our approaches toward Moscow and Beijing may diverge, however, the US and its European partners should take advantage of renewed diplomatic engagement to make progress on defending democratic values at home and abroad.

A Common Front on China? A View from the United States

Strengthening transatlantic democracies requires even more focus and attention today because of the complex interdependence that exists between our countries and China, not in spite of it. Recognizing that we must safeguard liberal democracy from authoritarian influence is not a retroactive worldview, nor is it the basis of an anti-China agenda. Rather, a shared commitment to renewing our democracies is an enduring feature of the transatlantic relationship and should remain so in the years ahead.

Transatlantic Action Plan: China

Both sides of the Atlantic are converging in their assessment of the challenges China poses to transatlantic prosperity and democracy. The U.S. and Europe must now build on this convergence to advance a common strategy toward China. Only together can the U.S. and Europe, alongside other democratic nations, maintain the necessary leverage in trade, technology and multilateral engagement to hold China accountable to a set of standards that protects democratic societies and contributes to global stability.

To develop a stronger transatlantic approach toward China, the Biden administration must work to rebuild trust in the transatlantic relationship and recommit to multilateral alliances and institutions abandoned by President Trump. Europe for its part must unite and take action where it sees China exploiting its critical industries and infringing on its values. A common position on China at the EU–level and across several influential EU member states is critical to making transatlantic cooperation on China feasible.

Bonding over Beijing

Over the past few years, China’s rise has become a top priority in Washington and in many European capitals—and a big-ticket item on the wider transatlantic agenda. However, the United States and Europe have so far not been able to capitalize on this convergence by building anything resembling a coherent agenda to address jointly shared challenges from China. This task will be among the most pressing on the transatlantic agenda over the next four years.

How to Dismantle Democracy: Authoritarian Trends from A(merica) to Z(ambia)

Authoritarian modes of governing have steadily increased over the past 10 years. A number of autocracies have intensified their repressive tactics, while several democracies – many of which were once classified as consolidated – have tampered with fundamental rights and the rule of law. Despite a few developments to the contrary, the Bertelsmann Transformation Index (BTI) 2020 highlights the ongoing decline of democracy around the globe.

The presentation of BTI results focused on the resembling patterns of dismantling democracy in (highly) defective democracies such as Hungary, Moldova, the Philippines, Serbia or Zambia and regimes in which this process has been so pronounced that they are now categorized as autocracies in the BTI, such as Bangladesh, Guatemala, Honduras, Kenya, Mozambique, Nicaragua, Turkey or Uganda. It looked at the typical sequence to an authoritarian deconstruction of democratic institutions from within, from the purposeful undermining of oversight institutions, attacking the media and civil society to manipulating the electoral system, in order to examine the resonance of these trends in the United States. The goal of the discussion is to identify the features and underlying causes of this erosion, and to suggest promising counter-strategies.
