"Much of Africa's diplomatic agency in its relations with China is mediated through development learning. One obvious area of interest for Africa is the role of state capacity in promoting economic development. African governments are learning how to engage with China through FOFAC and other collaborative ventures. These lessons are being deployed when negotiating with other countries."

"China's rise as an industrial power owes a great deal to Japan providing technology at a critical moment. Following the Sino-Soviet split in the early 1960s, Japan emerged as a source of technology. By the 1970s Japan accounted for nearly 70 percent of China's technological imports. The imports also included strategic know-how as well as management practices. And, in a way, Japan served as an industrial role model for China at a time when the country was isolated from much of the world."

"US officials have long scolded China for not letting markets work, and for trying to run too much of their modern economy through state targets and inflexible mandates. The damage done by the US' ethanol mandate in the context of today's Midwest drought gives Chinese officials a chance to tell their counterparts from the US, 'Practice what you preach'."

"Greater precision in modern farming raises a farm's income, brings down food prices, and is good for the environment. China will want to move toward precision farming using its own unique mix of solutions, based on both high-tech and low-tech methods, including both conventional and biotech seeds. The new Chinese farming model that emerges can lead agriculture in all of Asia toward a more prosperous, environmentally sustainable future."

"The surge in interest in Africa by China and India requires a different approach that does not view the continent as a helpless victim of foreign influence. To that end African countries are seeking to replace classical foreign policy that focuses on access to markets in return for raw materials with a new vision of economic diplomacy."

The Winter 2008-09 issue of the Belfer Center newsletter features recent and upcoming research, activities, and analysis by Center faculty, fellows, and staff on critical global issues. "What should the next president do first?" is a question raised in this issue. Belfer Center experts respond to the question with advice on what they consider priority issues of national security, climate/energy policy, and the economic crisis.

The Winter 2008-09 issue also features take-aways from the Center’s recent “Acting in Time on Energy Policy” conference hosted by the Energy Technology Innovation Policy research group. In addition, it spotlights Belfer Center Faculty Affiliate Richard Clarkeand new Kennedy School Professor Nicholas Burns.

"African universities could be the continent's gateways into the global knowledge economy for local diffusion of new technologies. But this potential remains unrealized because universities and research institutes in Africa remain digitally isolated from the rest of the world. This is partly because of government neglect and lack of strategic policies on Internet access....Providing low-cost, high-speed Internet access to African universities will help Africa build the capacity it needs to solve its own problems. It is one of the most strategic investments that the G-8 countries can make in Africa in the coming few years."

China's Ministry of Science and Technology launched the China-Africa Science and Technology Partnership on November 24, 2009.  The ministry announced that technological cooperation will be enhanced in areas such as water management and conservation, sanitation, crop breeding, health, and renewable energy. One hundred joint research partnerships will be created, and 100 African scientists at the postdoctoral level will have the opportunity to conduct research at China's technology parks, research institutes, and private enterprises. Chinese scientists and engineers will also travel to African countries to provide technical guidance, and in order to increase the research capacities of African countries, China will also donate laboratory equipment.

Science, Technology, and Globalization Project Director Calestous Juma shared his insights into the history and future of Sino-African relations in a February 2008 interview with that's China columnist Jing Zhang.

"China’s ability to respond rapidly to requests for investment in new areas such as infrastructure has emboldened many African leaders who are under pressure to meet their electoral promises....Many of the transactions between China and Africa are kept confidential and little is known about their terms. Promoting greater transparency and mutual learning from those arrangements will help to improve the image of Chinese businesses in Africa."
