This Handbook offers a comprehensive overview of the latest research from leading scholars on the international political economy of energy and resources. Highlighting the important conceptual and empirical themes, the chapters study all levels of governance, from global to local, and explore the wide range of issues emerging in a changing political and economic environment.

This paper is a background review representing part of the initial phase of the Financing the Urban Transition work program. The review builds on a growing body of research that highlights both the importance of national sustainable infrastructure and the need to develop more effective and efficient financing mechanisms for delivering compact, connected cities that meet the UN’s Sustainable Development Goals. While progress has been made in both these areas over the last five years, there remains a policy gap between the international/national level and the municipal level.

Our colleague Calestous Juma—who passed away on December 15 at age 64 after a long illness—was a pioneering, prolific, and influential scholar/practitioner in science and technology policy for sustainable well-being. He joined Harvard Kennedy School (HKS) in 1999 as Director of the Science, Technology, and Innovation Project (a joint venture of the Belfer Center for Science and International Affairs and the Center for International Development) and became Professor of the Practice of International Development in 2002, a position in which he maintained his exceptional productivity and engagement with policy, despite illness, up to the time of his death.

The Spring 2014 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This edition highlights the Belfer Center’s deepening engagement with China and increasing collaboration with Harvard Kennedy School’s Ash Center for Democratic Governance around critical issues related to China. In September, experts from Harvard University, the Massachusetts Institute of Technology, and other Boston-area universities participated in a three day conference convened by the Belfer Center to examine policy choices facing the fast-changing field of information and communications technology.

The conference was convened by the Belfer Center for Science and International Affair’s Information and Communications Technology and Public Policy Project (ICTPP) at the Harvard Kennedy School.

"The use of emerging technology and indigenous knowledge to promote sustainable agriculture will require adjustments in existing institutions. New approaches will need to be adopted to promote close interactions between government, business, farmers, academia, and civil society. The aim of this chapter is to identify novel agricultural innovation systems of relevance to Africa. It will examine the connections between agricultural innovation and wider economic policies. Agriculture is inherently a place-based activity and so the chapter will outline strategies that reflect local needs and characteristics."

"African universities could be the continent's gateways into the global knowledge economy for local diffusion of new technologies. But this potential remains unrealized because universities and research institutes in Africa remain digitally isolated from the rest of the world. This is partly because of government neglect and lack of strategic policies on Internet access....Providing low-cost, high-speed Internet access to African universities will help Africa build the capacity it needs to solve its own problems. It is one of the most strategic investments that the G-8 countries can make in Africa in the coming few years."

"China’s ability to respond rapidly to requests for investment in new areas such as infrastructure has emboldened many African leaders who are under pressure to meet their electoral promises....Many of the transactions between China and Africa are kept confidential and little is known about their terms. Promoting greater transparency and mutual learning from those arrangements will help to improve the image of Chinese businesses in Africa."

African countries are increasing the allocation of funds to scientific research. But such investments will be wasted if they are used for basic research rather than product innovation.
