Strengthening Global Approaches to Nuclear Security

Despite substantial progress in improving nuclear security in recent years, there is more to be done.  The threats of nuclear theft and terrorism remain very real. This presentation recommends learning from the much stronger national and international efforts in nuclear safety, and in particular, taking steps to build international understanding of the threat; establish effective performance objectives; assure performance; train and certify needed personnel; build security culture and exchange best practices; reduce the number of sites that need to be protected; and strengthen the international framework and continue the dialogue once leaders are no longer meeting regularly at the summit level. Matthew Bunn presented this talk, based on a recent paper, on July 3rd, 2013 at the International Conference on Nuclear Security in Vienna.

Wishful Thinking

"A central tenet of both neo-conservatism and liberal internationalism/interventionism is the idea that democracy is both the ideal form of government but also one that is relatively easy to export to other societies. Never mind that democratization tends to shift the distribution of power within different societies, thereby provoking potentially violent struggles for power between different ethnic or social groups within society. Pay no attention to the fact that it took several centuries for stable democracies to emerge in the Western world, and that process was frequently bloody and difficult."

The Security Curve and the Structure of International Politics: A Neorealist Synthesis

Realist scholars have long debated the question of how much power states need to feel secure. Offensive realists claim that states should constantly seek to increase their power. Defensive realists argue that accumulating too much power can be self-defeating. Proponents of hegemonic stability theory contend that the accumulation of capabilities in one state can exert a stabilizing effect on the system. The three schools describe different points along the power con­tinuum. When a state is weak, accumulating power increases its security. This is approximately the situation described by offensive realists. A state that con­tinues to accumulate capabilities will eventually triggers a balancing reaction that puts its security at risk. This scenario accords with defensive realist as­sumptions. Finally, when the state becomes too powerful to balance, its oppo­nents bandwagon with it, and the state’s security begins to increase again. This is the situation described by hegemonic stability theory. These three stages delineate a modified parabolic relationship between power and secu­rity. As a state moves along the power continuum, its security increases up to a point, then decreases, and finally increases again. This modified parabolic re­lationship allows scholars to synthesize previous realist theories into a single framework.

Turkish Lessons, if Any, for Egypt

"Because it must compete, the AKP also speaks to Turks across a much wider range of issues. Today the AKP speaks for a large portion of the Turkish voters who want to see changes made in the approach and character of both their Republic and its international relations toward the West and Israel. With a majority of the Turkish parliament and municipal administrations controlled by the AKP since 2002, the very structure of the secular Turkish Republic is beginning to change. Not through a radical revolution, but rather through an incremental and technical process mandated by the Turkish constitution, something the Brotherhood has never been a part of in Egypt. The AKP draws its strength from its pragmatism not its ideology...."

U.S. Interagency Regional Foreign Policy Implementation: A Survey of Current Practice and an Analysis of Options for Improvement

The United States has a complex, multi-agency structure to plan, synchronize, and execute foreign policy and national security. By statute, the State Department is the lead agency for foreign policy. However, in practice, the much larger and better-funded Department of Defense conducts much of America's foreign policy activity, often with little coordination with the State Department or other relevant agencies. Over the past two decades, the military's Geographic Combatant Commands have taken an increasing lead in planning and executing foreign policy activities around the world. This has often effectively put a military face and voice on America's foreign policy, sometimes to the detriment of broader U.S. goals and relationships. More effective U.S. foreign policy requires greater interagency coordination at all levels and a greater role for the State Department as America's lead agency for foreign policy.
