While the threat of "resource wars" over possession of oil reserves is often exaggerated, between one-quarter and one-half of interstate wars since 1973 have been connected to one or more of eight distinct oil-related causal mechanisms. Understanding these mechanisms can help policymakers design grand strategy and allocate military resources.

How Oil Influences U.S. National Security

U.S. scholars and policymakers commonly worry that a lack of "energy security" hurts U.S. national security, yet few have analyzed the links between states' energy requirements and the probability of military conflict. An investigation of these links identifies threats to U.S. national security flowing from other countries' consumption of oil, rather than just U.S. consumption. Furthermore, while many of the security threats associated with Persian Gulf oil have decreased, new oil-driven dangers are emerging in Northeast Asia.

International Council Members Debate Critical Issues

The Belfer Center launched its annual International Council meeting on April 9 with animated discussions of, among others, U.S. energy politics, the links between economic policy and national security, cybersecurity, and the rise of China. Participants included members of the Center's International Council and Board of Directors as well as faculty and senior fellows.

Why America Should Not Retrench

The United States' extended system of security commitments creates a set of institutional relationships that foster political communication. Alliance institutions are first about security protection, but they also bind states together and create institutional channels of communication. For example, NATO has facilitated ties and associated institutions that increase the ability of the United States and Europe to talk to each other and to do business. Likewise, the bilateral alliances in East Asia also play a communication role beyond narrow security issues. Consultations and exchanges spill over into other policy areas. This gives the United States the capacity to work across issue areas, using assets and bargaining chips in one area to make progress in another.

"...[T]he biggest challenge the United States faces today is not a looming great-power rival; it is the triple whammy of accumulated debt, eroding infrastructure and a sluggish economy. The only way to have the world's most capable military forces both now and into the future is to have the world's most advanced economy, and that means having better schools, the best universities, a scientific establishment that is second to none, and a national infrastructure that enhances productivity and dazzles those who visit from abroad. These things all cost money, of course, but they would do far more to safeguard our long-term security than spending a lot of blood and treasure determining who should run Afghanistan, Kosovo, South Sudan, Libya, Yemen or any number of other strategic backwaters."

The Security Curve and the Structure of International Politics: A Neorealist Synthesis

Realist scholars have long debated the question of how much power states need to feel secure. Offensive realists claim that states should constantly seek to increase their power. Defensive realists argue that accumulating too much power can be self-defeating. Proponents of hegemonic stability theory contend that the accumulation of capabilities in one state can exert a stabilizing effect on the system. The three schools describe different points along the power con­tinuum. When a state is weak, accumulating power increases its security. This is approximately the situation described by offensive realists. A state that con­tinues to accumulate capabilities will eventually triggers a balancing reaction that puts its security at risk. This scenario accords with defensive realist as­sumptions. Finally, when the state becomes too powerful to balance, its oppo­nents bandwagon with it, and the state’s security begins to increase again. This is the situation described by hegemonic stability theory. These three stages delineate a modified parabolic relationship between power and secu­rity. As a state moves along the power continuum, its security increases up to a point, then decreases, and finally increases again. This modified parabolic re­lationship allows scholars to synthesize previous realist theories into a single framework.
