As Donald Trump's inauguration approaches, people around the world are struggling to understand the inhabitants of the newest Trump Tower, the one at 1600 Pennsylvania Avenue, Washington DC. With freewheeling leadership, uncertainty about the enduring guidance of presidential statements and less ideological coherence than in previous cabinets, the processes by which decisions are reached will be vital. 

The just-concluded fourth and final nuclear security summit saw some serious progress, but also some missed opportunities.

Today, the United States and Japan announced that Japan would eliminate all the plutonium and highly-enriched uranium at its Fast Critical Assembly (FCA) at Tokai-mura.  This is a tremendous step forward for nuclear security; for terrorists, this would be some of the best material that exists in any non-nuclear-weapon state.  The material includes 331 kilograms of plutonium, most of it weapons-grade, and 214.5 kilograms of weapons-grade HEU.  (The FCA also includes over a ton of material just at the 20 percent U-235 mark that defines HEU.)   The weapons-grade HEU is enough for four simple terrorist “gun-type” bombs or a larger number of trickier-to-build implosion bombs.  The plutonium amounts to more than 40 bombs worth of material.

The 2011 “U.S. - Russia Joint Threat Assessment” offered both specific conclusions about the nature of the threat and general observations about how it might be addressed. This report builds on that foundation and analyzes the existing framework for action, cites gaps and deficiencies, and makes specific recommendations for improvement.

Through structured interviews and a literature review, we assess which approaches to protection against insider thefts in the casino and pharmaceutical industries could be usefully applied to strengthen protections against insider theft in the nuclear industry, where insider thefts could have very high consequences.

The Managing the Atom (MTA) Project and the Russian Research Center’s "Kurchatov Institute" collaboratively authored a report entitled Promoting Safe, Secure, and Peaceful Growth of Nuclear Energy: Next Steps for Russia and the United States. This report is intended to provide recommendations for enabling large-scale growth of nuclear energy while achieving even higher standards of safety, security, and nonproliferation than are in place today.
