This Handbook offers a comprehensive overview of the latest research from leading scholars on the international political economy of energy and resources. Highlighting the important conceptual and empirical themes, the chapters study all levels of governance, from global to local, and explore the wide range of issues emerging in a changing political and economic environment.

This paper is a background review representing part of the initial phase of the Financing the Urban Transition work program. The review builds on a growing body of research that highlights both the importance of national sustainable infrastructure and the need to develop more effective and efficient financing mechanisms for delivering compact, connected cities that meet the UN’s Sustainable Development Goals. While progress has been made in both these areas over the last five years, there remains a policy gap between the international/national level and the municipal level.

Dr. Ian Bremmer, expert in political risk and founder of the Eurasia Group, gave a seminar sponsored by the the Future of Diplomacy Project on Thursday, November 9 at the Harvard Kennedy School, titled “Managing Risk in an Unstable World."

In this new lead article, Prof. Calestous Juma, Harvard University and Prof. Yee-Cheong Lee, UNESCO, reflect on the progress made since the UN Millennium Project's Task Force report on science, technology and innovation (ST&I) was published. In 2005, the Task Force released the report Innovation: applying knowledge in development. It outlined a number of ways in which ST&I could be used to realize the UN Millennium Development Goals (MDGs). The authors claim that the report has played a key catalytic role in raising global awareness of the importance of ST&I in development.

In the modern global economy, nations do not compete; it is specialized regions that compete, according to Calestous Juma, faculty chair of the Innovation for Economic Development executive program. To help countries strengthen their regional innovation systems, the Belfer Center will join Harvard Kennedy School’s Executive Education in sponsoring a high level executive program beginning May 28.

"...[y]ou can't do R&D offshore from a distance. The "look-see-do" of innovation depends on close ties to the manufacturing process. Proximity to manufacturing is the key to other higher-value activities — design, engineering and R&D. And with that, jobs."

The Belfer Center’s Energy Technol­ogy Innovation Policy research group has found that the governments of six key developing countries are spending more on energy technology research, develop­ment, and demonstration than the governments of the two dozen richest countries—combined. The climate change talks in Cancun, Mexico, didn't solve all the world's climate problems. But they were hugely successful. Through the Cancun Agreements, 194 countries reached landmark consensus (even the US and China) to set emissions targets and limit global temperature increases.
