Mexico’s Energy Reforms: A Blow to Realizing the Most Competitive and Dynamic Region in the World

In late 2017, Mexico made headlines as Italian company Enel bid what was then a world-record low price for renewable energy in the country’s third such energy auction. This development was possible due to the historical and sweeping energy reforms passed with broad support in Mexico in 2013. Then-President Enrique Peña Nieto had succeeded where previous Mexican presidents had failed, reversing decades of resource nationalism and overhauling the energy sector through constitutional reforms that gave the private sector a larger role and advantaged renewable energy in Mexico’s economy. The 2017 auction seemed to indicate Mexico’s bright future not only as a conventional oil producer, but also as a clean energy power.

This paper will make a case for the U.S. government to pursue three strategies if its operational objective is to force North Korea to reappraise its own interests. Individual self-determination and access to information—two properties the Kim regime fears most for its citizens to possess –are the short-term goals for North Koreans. This objective and two goals do not necessarily equate to regime change.

Wartime Sexual Violence: Misconceptions, Implications, and Ways Forward

Wartime rape is neither ubiquitous nor inevitable. The level of sexual violence differs significantly across countries, conflicts, and particularly armed groups. Some armed groups can and do prohibit sexual violence. Such variation suggests that policy interventions should also be focused on armed groups, and that commanders in effective control of their troops are legally liable for patterns of sexual violence they fail or refuse to prevent.
