This Handbook offers a comprehensive overview of the latest research from leading scholars on the international political economy of energy and resources. Highlighting the important conceptual and empirical themes, the chapters study all levels of governance, from global to local, and explore the wide range of issues emerging in a changing political and economic environment.

Many energy consumers, and even analysts and policymakers, confront and frame energy and climate risks in a moral vacuum, rarely incorporating broader social justice concerns. Here, to remedy this gap, we investigate how concepts from justice and ethics can inform energy decision-making by reframing five energy problems — nuclear waste, involuntary resettlement, energy pollution, energy poverty and climate change — as pressing justice concerns.

Farah Pandith, America’s first special representative to Muslim communities, joined the Belfer Center this fall as a Fisher Family Fellow with the Future of Diplomacy Project and as a senior fellow with the Middle East Initiative. Jairam Ramesh, a member of Parliament from Andhra Pradesh, India, and a leader in international climate negotiations, joined the Belfer Center this fall as a 2014 Fisher Family Fellow with the Future of Diplomacy Project.

The Spring 2014 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This edition highlights the Belfer Center’s deepening engagement with China and increasing collaboration with Harvard Kennedy School’s Ash Center for Democratic Governance around critical issues related to China. We announce former Australian Prime Minister Kevin Rudd as a new Belfer Center senior fellow who will lead efforts to explore possibilities and impacts of a new strategic China-U.S. relationship. "The tools available to India in the 1960s are not sufficient to address the challenges that African agriculture now faces. These include a rapidly-growing population, productivity loss due to ecological disruption, environmental decay, droughts, climate change, and conflict. Biotechnology offers additional tools that can help Africa address some of these challenges. It is another moment that calls for the kind of political courage that led to the adoption of the Green Revolution."
