In view of the aggravated conflicts in other regions that include Russia as the largest Arctic state, and China as its strategic partner, an understanding of China’s opportunities to affect Arctic affairs is urgently needed. Kobzeva and Todorov use a regime theory approach to outline the Arctic regime complex (ARC) and determine China’s actual potential for making amendments to the ARC.

State support to non-state armed groups outside a state’s own territory is commonly seen as a direct relationship between a state sponsor and a rebel group. But powerful states can use a third state—a dealer or broker—as a conduit for military and other support. States that fail to identify an alignment of interests with these intermediary dealers and brokers face strategic failure.

Good governance, this conventional wisdom holds, gains the besieged government popular support, denies support to the insurgency, and enables military and political victory. Hazelton argues that major counterinsurgent successes since World War II have resulted not through democratic reforms but rather through the use of military force against civilians and the co-optation of rival elites.
