For two days in October, Russian and American experts met at the Belfer Center to discuss the state of U.S.-Russia relations and look for glimmers of hope.

Unfortunately, few were seen. The conflict in Eastern Ukraine is only the most urgent manifestation of a deeply troubled relationship between Russia and the West—in particular the United States. As one Russian participant stated, “We should deal first with the problems that existed even before Ukraine.”

Matthew Bunn is a professor of practice at Harvard Kennedy School and co-principal investigator for the Belfer Center’s Project on Managing the Atom. Bunn’s research focus is on nuclear theft terrorism, nuclear proliferation, and innovation in energy technology. During the Clinton administration, Bunn served as an advisor to the White House Office of Science Technology Policy, where he played a major role in U.S. policies related to the control and disposition of weapons-usable nuclear materials in the United States and the former Soviet Union. We asked Bunn about the current crisis in U.S.-Russian relations and its impact on nuclear security.

This edition highlights the Belfer Center’s longtime efforts to improve nuclear security and the Center's critical role in the 2014 Nuclear Security Summit to prevent nuclear terrorism. In 1994, through the Budapest Memorandum on Security Assurances, Ukraine gave up thousands of nuclear weapons in return for a promise by the U.S. and Russia not to use force against this post-Soviet republic as well as to respect its sovereignty within its existing borders.

In 2014, Ukraine gained the world's attention again as Russia annexed Crimea and protests flared in Ukraine.

In preparation for the 2014 Nuclear Security Summit (NSS) set for March 24-25 in The Netherlands, Belfer Center nuclear experts have been consulting with Dutch planners and briefing Summit organizers (Sherpas) from participating countries on the continuing threat of nuclear terrorism. In addition, the Center has developed a website devoted entirely to the Summit and issues related to nuclear security and terrorism (www.nuclearsummit.org).
