Successful Clean Energy Technology Transitions in Emerging Economies: Learning from India, China, and Brazil

Technological innovation and widespread deployment of clean-energy technologies in emerging economies are critical for a global clean energy transition. Success or failure in this endeavour will have long-term energy and carbon consequences. A fundamental question exists about whether, and how, emerging economies can accelerate clean-energy transitions, given the unprecedented scales of their impending socio-economic and infrastructure transitions, and often-underdeveloped technological innovation capabilities and supporting finances.

Remembering Our Colleague Professor Calestous Juma

Our colleague Calestous Juma—who passed away on December 15 at age 64 after a long illness—was a pioneering, prolific, and influential scholar/practitioner in science and technology policy for sustainable well-being. He joined Harvard Kennedy School (HKS) in 1999 as Director of the Science, Technology, and Innovation Project (a joint venture of the Belfer Center for Science and International Affairs and the Center for International Development) and became Professor of the Practice of International Development in 2002, a position in which he maintained his exceptional productivity and engagement with policy, despite illness, up to the time of his death.

A Case Study of a World-class Research Project Accomplished in China: Discovery of the Quantum Anomalous Hall Effect

The authors analyze the Quantum Anomalous Hall Effect (QAHE) discovery process, with the focus on the emerging research culture in post-Cultural-Revolution China, explore how an effective research leader can mobilize all relevant resources toward one common goal, and discuss how reform in China's S&T administration and funding may facilitate similar scientific breakthrough and innovation.

Center's Energy Work Wields Impact and Influence Around the World

The Belfer Center began researching energy technology issues in the late 1990s. Its mission was “to determine and promote the adoption of effective strategies for developing and deploying cleaner and more efficient energy technologies that can reduce greenhouse gas emissions, reduce dependence on fossil fuels and stress on water resources, and improve economic development.”

In this issue, we look at the history and influence of the Center’s energy innovation efforts in the past two decades by focusing primarily on ETIP’s work in the U.S. and China.

Local Start-ups Hold the Key to Transforming Africa's Seed Industry

"The seed industry in sub-Saharan Africa is informal in nature, with approximately 80% of farmers saving and replanting seeds from year to year. This gives them security of access. But improved varieties — including high-yielding and hybrid crops — will increase productivity and income. To get these seeds into the hands of farmers, a better marketing and distribution system is needed. Local small and medium-sized seed enterprises have a comparative advantage in reaching this underserved market due to their size and market reach."

The Globalization of Clean Energy Technology: Lessons from China

The development and deployment of cleaner energy technologies have become globalized phenomena. Yet despite the fact that energy-related goods account for more than ten percent of international trade, policy makers, academics, and the business community perceive barriers to the global diffusion of these emerging technologies. Experts point to problems including intellectual property concerns, trade barriers, and developing countries' limited access to technology and funding. In this book, Kelly Gallagher uses analysis and case studies from China's solar photovoltaic, gas turbine, advanced battery, and coal gasification industries to examine both barriers and incentives in clean energy technology transfer.

The Evolution of China's National Energy RD&D Programs: The Role of Scientists in Science and Technology Decision Making

Since 1978, when China launched its "opening up" reform, a range of large-scale national science and technology programs have been implemented to spur economic development. Energy has received significant attention and has become a growing priority in the past years. This article analyzes the goals, management, and impact over time of China's three largest national programs: Gong Guan, 863, and 973 Programs. Using quantitative metrics to describe the input and output, by conducting semi-structured interviews with officials, scientists, and other decision makers, and by reviewing available documents as well as a case study on the coal sector, the authors examined the changes in the decision making process, particularly in regard to the role of scientists.

Innovation: Applying Knowledge in Development

In this new lead article, Prof. Calestous Juma, Harvard University and Prof. Yee-Cheong Lee, UNESCO, reflect on the progress made since the UN Millennium Project's Task Force report on science, technology and innovation (ST&I) was published. In 2005, the Task Force released the report Innovation: applying knowledge in development. It outlined a number of ways in which ST&I could be used to realize the UN Millennium Development Goals (MDGs). The authors claim that the report has played a key catalytic role in raising global awareness of the importance of ST&I in development.
