The Project on Managing the Atom offers fellowships for pre-doctoral, post-doctoral, and mid-career researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School. The online application for 2016-2017 fellowships opened December 15, 2015, and the application deadline is January 15, 2016. Recommendation letters are due by February 1, 2016.

"Although this phased-approach to sanctions relief under the JCPOA ensures that Iran does not receive benefits without first implementing its nuclear commitments, uncertainties remain. The agreement does not affect U.S. and EU non-nuclear sanctions, such as those that target human rights abuses, support for terrorism, and money laundering. One question is whether or not relief from nuclear-related sanctions will affect the usefulness of non-nuclear sanctions."

"For US regulators, 2014 was a banner year for collecting fines against sanctions violators, according to The Economist. In June, BNP Paribas—France’s largest bank, and one of the largest in the world—agreed to shell out $9 billion to the US Department of Justice for violating sanctions against Cuba, Iran, and Sudan. This past month, US regulators slapped Germany’s Commerzbank—the country’s second-largest bank, with a similar global presence—with a $1 billion fine, after launching an investigation into its dealings with sanctioned countries. The increases in fines have signaled an aggressive, zero-tolerance policy toward violators, as well as a willingness to use the extraterritorial provisions of sanctions, which allow regulators to punish foreign-based banks..."

"The United States is overestimating its leverage with sanctions in negotiating a nuclear agreement with Iran—a gamble bound to fail. A second deadline has slipped without a comprehensive agreement between the P5+1 and Iran, and hawkish rhetoric in the U.S. underscores a growing pessimism for successful negotiations by the next deadline in June 2015. Calls to strengthen sanctions highlight waning Congressional support for the talks, and buttress a narrow and unrealistic narrative that economic deprivation will force concessions. Any new sanctions, especially those proposed under the draconian Nuclear Iran Prevention Act, threaten to derail negotiations while providing cannon fodder for Iran’s hardliners..."

Matthew Bunn and Will Tobey spoke with Piet de Klerk, the Dutch Sherpa organizing the 2014 Nuclear Security Summit, on October 7 at a United Nations event sponsored by the Dutch mission to the UN. In these slides, Bunn and Tobey provide an updated summary of the threat of nuclear terrorism and recommendations for next steps to reduce the threat, based in part on the new U.S.-Russian report, Steps to Prevent Nuclear Terrorism.

This timely book examines comprehensively the drivers of and constraints on a prospective nuclear revival and its likely nature and scope. Of special interest are developing countries which aspire to have nuclear energy and which currently lack the infrastructure, experience, and regulatory structures to successfully manage such a major industrial enterprise. The Fukushima disaster has made such considerations even more pertinent: if a technologically sophisticated country like Japan has difficulties dealing with nuclear safety and security how much harder would it be for a newcomer to the technology.

The Belfer Center’s Project on Managing the Atom (MTA) has received a major grant from the John D. and Catherine T. MacArthur Foundation to support a fellowship and training program aimed at helping prepare the next generation of nuclear policy leaders.

The Spring 2011 issue of the Belfer Center newsletter features recent and upcoming activities, research, and analysis by members of the Center community on critical global issues. This issue highlights the Belfer Center’s continuing efforts to build bridges between the United States and Russia to prevent nuclear catastrophe – an effort that began in the 1950s. This issue also features three new books by Center faculty that sharpen global debate on critical issues: God’s Century, by Monica Duffy Toft, The New Harvest by Calestous Juma, and The Future of Power, by Joseph S. Nye.
