How to Stop Iran's Missile Program

Just four weeks ago, the Iranian Revolutionary Guard’s commander, Gen. Mohammad Ali Jafari, told the Associated Press that Tehran was imposing a 1,242-mile range limit on its surface-to-surface ballistic missiles. Although lax (all of Israel’s bases, and most of America’s in the Gulf and Middle East, fall within this range), this limit should be seen as a start. The question now is how much further might the United States and other like-minded countries be able to push Iran to impose tighter controls.

Based on the rigorous definition of vital U.S. national interests, this essay proposes a prescriptive checklist of U.S. policy steps that would strengthen the domestic base of American external actions; reinforce the U.S. alliance systems in Asia and Europe; meet the Chinese and Russian challenges, while improving the quality of diplomatic exchanges with Beijing and Moscow; reshape U.S. trade policy; gradually pivot from the Middle East to Asia (but not from Europe); maintain the nuclear agreement with Iran; and confront international terrorism more aggressively, but with minimal U.S. boots on the ground in ungoverned areas and without nation building.

Preventing Iran from obtaining nuclear weapons is vital to U.S. national security interests. A key aspect of that matter is Iran’s compliance with its Safeguards Agreement with the International Atomic Energy Agency (IAEA) and with other related agreements. It is a broad subject, but I understand the Committee has specific interests, so I will confine my statement to those topics.

What would be the consequences if the interim deal became, de facto, permanent?  Does the interim deal have gaps that would be fatal to any long-term arrangement?  What are the consequences if no deal is reached?  And, are such consequences better or worse than those resulting from an extension of the interim deal, or from a deal that fails to meet minimum acceptable standards? These questions, among others, were addressed at a private roundtable discussion hosted by the Wisconsin Project on Nuclear Arms Control on April 25, 2014.

Russia is violating Ukrainian sovereignty and international law by sending troops to seize communications, transportation, and governmental hubs on the Crimean peninsula. Soldiers violating borders to seize territory in Europe is a grave matter, reminiscent of a darker past that Europe has tried to escape.
