Two Types of Applied History

In recent years, a concerted effort has been made to build up and delineate a discipline of applied history. But there has been little discussion about what applied history is, how the discipline navigates a range of epistemological problems, and how applied history is distinct from other disciplines that use historical data and attend to matters of policy—particularly political science. This article considers some of these questions with respect to two common methods of applied history: analogy and genealogy.

Grandiose Strategy? Refining the Study and Practice of Grand Strategy

Grand strategy is hailed by some as a silver bullet for resolving policy drift, while others reject it as a hubristic term. The author argues that expectations of this concept need to be revised. The first half of this article addresses the study of grand strategy. The author identifies and critiques the prominent conceptual frameworks for evaluating grand strategy. He offers an alternative approach for measuring the quality of a state's grand strategy, based on the notion of proportionality. The second half is tailored towards policymakers, as the article assesses the ways in which grand-strategic thinking can be improved in government.

How the Next Nuclear Arms Race Will Be Different from the Last One

All the world's nuclear-armed states (except for North Korea) have begun modernizing and upgrading their arsenals, leading many observers to predict that the world is entering a new nuclear arms race. While that outcome is not yet inevitable, it is likely, and if it happens, the new nuclear arms race will be different and more dangerous than the one we remember. More nuclear-armed countries in total, and three competing great powers rather than two, will make the competition more complex. Meanwhile, new non-nuclear weapon technologies — such as ballistic missile defense, anti-satellite weapons, and precision-strike missile technology — will make nuclear deterrence relationships that were once somewhat stable less so.

At the event, entitled “The Refugee Crisis and What Can Be Done About It,” Miliband and Burns, who served as the Under Secretary of State for Political Affairs during the Bush administration, discussed ongoing humanitarian challenges in Syria, connecting the issue to a broader “forgotten crisis” of global population displacement.
