When Did (and Didn’t) States Proliferate?

In this Project on Managing the Atom Discussion Paper, Philipp C. Bleek chronicles nuclear weapons proliferation choices throughout the nuclear age. Since the late 1930s and early 1940s, some thirty-one countries are known to have at least explored the possibility of establishing a nuclear weapons program. Seventeen of those countries launched weapons programs, and ten acquired deliverable nuclear weapons.

"Western analysts can no longer afford to ignore the growing potential for sectarian violence in Pakistan, for uncontrolled sectarian violence can destabilize Pakistan and the region at large. Internally, sectarian groups prefer to conduct their attacks in the Punjab, the center of gravity of the country's military and political elite. Attacks against Pakistan's Shia are also bound to have regional implications, since they can further stoke tensions between Pakistan and its neighbor Iran, a Shia-majority state."

The Foreign Fighter Phenomenon: Islam and Transnational Militancy

"...[F]oreign fighter mobilizations empower transnational terrorist groups such as al-Qaida, because war volunteering is the principal stepping-stone for individual involvement in more extreme forms of militancy. For example, when Muslims in the West radicalize, they usually do not plot attacks in their home countries right away, but travel to a war zone such as Iraq or Afghanistan first. A majority of al-Qaida operatives began their militant careers as war volunteers, and most transnational jihadi groups today are by-products of foreign fighter mobilizations."

In the 1970s, nuclear-power boosters expected that by now nuclear power would produce perhaps 80 to 90 percent of all electrical energy globally. Today, the official high-growth projection of the Organization for Economic Co‑operation and Developments (OECD) Nuclear Energy Agency (NEA) estimates that nuclear power plants will generate about 20 percent of all electrical energy in 2050. Thus, nuclear power could make a significant contribution to the global electricity supply. Or it could be phased out — especially if there is another accidental or a terrorist-caused Chernobyl-scale release of radioactivity. If the spread of nuclear energy cannot be decoupled from the spread of nuclear weapons, it should be phased out.

U.S. Interagency Regional Foreign Policy Implementation: A Survey of Current Practice and an Analysis of Options for Improvement

The United States has a complex, multi-agency structure to plan, synchronize, and execute foreign policy and national security. By statute, the State Department is the lead agency for foreign policy. However, in practice, the much larger and better-funded Department of Defense conducts much of America's foreign policy activity, often with little coordination with the State Department or other relevant agencies. Over the past two decades, the military's Geographic Combatant Commands have taken an increasing lead in planning and executing foreign policy activities around the world. This has often effectively put a military face and voice on America's foreign policy, sometimes to the detriment of broader U.S. goals and relationships. More effective U.S. foreign policy requires greater interagency coordination at all levels and a greater role for the State Department as America's lead agency for foreign policy.

It begins with an overview of the nature of the threat, before turning to the potential perpetrators of nuclear terrorism against Israel, possible delivery mechanisms and targets, and the specific scenarios under which the threat to Israel might materialize. The study then presents possible policy options for Israel to deal with the threat, both unilaterally and in conjunction with the United States.

The Failure of Jihad in Saudi Arabia

The paper argues that despite the widespread view of Saudi Arabia as "al-Qa'ida country," and despite the recent developments in Yemen, the jihad in Saudi Arabia has failed so far. The late 1990s saw no operations in the Kingdom because Bin Ladin's infrastructure there was too weak. The AQAP campaign, made possible by the massive influx in 2002 of al-Qa'ida members from Afghanistan, petered out in 2006. Today, practically nothing remains of the original AQAP organization. Nevertheless, its legacy and propaganda continues to inspire amateur cells, and al-Qa'ida in Yemen is actively planning operations in the Kingdom.

Beyond Optimism and Pessimism: The Differential Effects of Nuclear Proliferation

Matthew Kroenig examines the effect of the spread of nuclear weapons on international politics in a Managing the Atom Working Paper.  He observes that the spread of nuclear weapons threatens some states more than others, and proposes a theory of nuclear proliferation that examines the differential effects of proliferation.  He argues that the threat nuclear proliferation poses to a particular state depends on that state’s ability to project military power.  The spread of nuclear weapons is worse for states that have the ability to project conventional military power over a potential nuclear weapon state because nuclear proliferation constrains their conventional military freedom of action.

Enhancing Full-Spectrum Flexibility: Striking the Balance to Maximize Force Effectiveness in Conventional and Counterinsurgency Operations

With the United States currently engaged in difficult and taxing counterinsurgency operations in Afghanistan and Iraq, renewed emphasis has been focused upon the country's capabilities and priorities vis-à-vis this type of warfare.  Within the military, the Air Force has been especially and increasingly criticized for being too enamored with a Cold-War era conventionally minded force structure and for not shifting aggressively to meet the threats of COIN-style conflicts that many predict will be pervasive throughout the Global War on Terror.

This paper addresses the conceptual capabilities and limitations of air power in COIN in order to illuminate how the Air Force can leverage the distinct asymmetric advantage that air power presents across the spectrum of conflict.  This asymmetry is founded upon a clear U.S. superiority in air power capabilities combined with the unique flexibility inherent in air power.  An understanding of air power's efficacy in COIN, measured against conventional requirements and capabilities, will inform decisions on appropriate force structure and employment.
