"...[T]he region offers Iran great potential to enhance rail and land transport for the exchange of local goods to form new markets. The region can also serve as a major energy hub, specifically with natural gas for Iran, China and Russia. By developing an integrative transportation system inclusive of land, air and sea, Iran could help the region connect with the Indian Ocean, the Sea of Oman and the Caspian Sea. Iran already possesses a large road and rail system that connects Khorasan with its ports in the Persian Gulf, including in Chabahar and Bandar Abbas, which it can lease to its neighbors and derive transit and customs revenues."

Matthew Fuhrmann's article "Spreading Temptation: Proliferation and Peaceful Nuclear Cooperation Agreements," was published by in the Summer 2009 issue of International Security. In his article, Dr. Fuhrmann argues "Peaceful nuclear cooperation—the transfer of nuclear technology, materials, or know-how from one state to another for peaceful purposes—leads to the spread of nuclear weapons. With a renaissance in nuclear power on the horizon, major suppliers, including the United States, should reconsider their willingness to assist other countries in developing peaceful nuclear programs."

United Nations Secretary General Ban Ki-moon argued in 2007 that the Darfur conflict 'began as an ecological crisis, arising in part from climate change.'

Such direct and indirect effects from human activity, while not malevolent in intention like terrorism, argue for a broadening of our concept of security and the adoption of new policies...."
