When Did (and Didn’t) States Proliferate?

In this Project on Managing the Atom Discussion Paper, Philipp C. Bleek chronicles nuclear weapons proliferation choices throughout the nuclear age. Since the late 1930s and early 1940s, some thirty-one countries are known to have at least explored the possibility of establishing a nuclear weapons program. Seventeen of those countries launched weapons programs, and ten acquired deliverable nuclear weapons.

Energy Innovation Policy in Major Emerging Countries

New Harvard Kennedy School research finds that energy research, development, and demonstration (ERD&D) funding by governments and 100 percent government-owned enterprises in six major emerging economies appears larger than government spending on ERD&D in most industrialized countries combined. That makes the six so-called BRIMCS countries—Brazil, Russia, India, Mexico, China, and South Africa—major players in the development of new energy technologies. It also suggests there could be opportunities for cooperation on energy technology development among countries.

In the 1970s, nuclear-power boosters expected that by now nuclear power would produce perhaps 80 to 90 percent of all electrical energy globally. Today, the official high-growth projection of the Organization for Economic Co‑operation and Developments (OECD) Nuclear Energy Agency (NEA) estimates that nuclear power plants will generate about 20 percent of all electrical energy in 2050. Thus, nuclear power could make a significant contribution to the global electricity supply. Or it could be phased out — especially if there is another accidental or a terrorist-caused Chernobyl-scale release of radioactivity. If the spread of nuclear energy cannot be decoupled from the spread of nuclear weapons, it should be phased out.

Beyond Optimism and Pessimism: The Differential Effects of Nuclear Proliferation

Matthew Kroenig examines the effect of the spread of nuclear weapons on international politics in a Managing the Atom Working Paper.  He observes that the spread of nuclear weapons threatens some states more than others, and proposes a theory of nuclear proliferation that examines the differential effects of proliferation.  He argues that the threat nuclear proliferation poses to a particular state depends on that state’s ability to project military power.  The spread of nuclear weapons is worse for states that have the ability to project conventional military power over a potential nuclear weapon state because nuclear proliferation constrains their conventional military freedom of action.

Andrew Newman and Matthew Bunn assess the Obama administration's fiscal year 2010 budget request for programs to improve controls over nuclear weapons, materials, and expertise worldwide. Funding for U.S. Efforts to Improve Controls Over Nuclear Weapons, Materials, and Expertise Overseas: A 2009 Update concludes that the request is a "steady as you go" budget and recommends that Congress and the administration work together to establish a $500 million contingency fund that could be used flexibly on a range of nuclear security programs.

Police & Law Enforcement Reform in Pakistan: Crucial for Counterinsurgency and Counterterrorism Success

"The police infrastructure is one of Pakistan's most poorly managed organizations. It is aptly described as ill-equipped, poorly trained, deeply politicized, and chronically corrupt. It has performed well in certain operations; overall, however, that is a rare phenomenon. Arguably, the primary reason for this state of affairs is the government's persistent failure to invest in law enforcement reform and modernization. It is ironic that despite frequent internal crises since its inception in 1947, ranging from ethnic confrontations and sectarian battles to a sharp rise in criminal activity and growing insurgencies, both political and military policymakers have never given this sector top priority. Hence, poor police performance in counterterrorism and counterinsurgency is not surprising. The fact that the police successfully challenged some militant religious groups in Punjab and tackled an insurgency-like situation in Karachi in the late 1990s shows that they do have the potential to deliver the desired results when political support is present and resources are provided...."

The key to success will be adopting a deliberate approach, with short- and long-term perspectives in mind, that allows for the development of an integrated energy and climate policy.
