5 Burning Nuclear Problems on Trump’s Desk

Nuclear weapons remain the most powerful weapons on the planet and how President Donald Trump’s team manages nuclear issues is critical to our security. These are hard challenges; none were perfectly addressed under President Obama’s leadership. But we made them a priority from day one. Whether or not the new team puts them at the top of the to-do list, here are five issues that will demand their attention before too long.

In the past two decades, at least two terrorist groups have made serious attempts at obtaining nuclear weapons or the nuclear material needed to make them. They won't be the last. Foiling terrorists willing to inflict unlimited damage requires the international community to prioritize the nuclear stocks that pose the greatest risks and take immediate steps to eliminate or secure them.

The U.S. War on Terror after Bin Laden

The United States' wars in Afghanistan and Iraq are unlikely to come to an end, even after the death of Osama Bin Laden. These wars which were initiated and continued based on the sacred and ideological aim of the complete destruction of world terrorism (Al Qaeda) will simultaneously provide the grounds for local and opposing forces to justify their resistance in the form of a sacred ideological war against foreign occupiers. In the case of a bilateral ideological war, with no possible winner, therefore the wars in Afghanistan and Iraq, which have mostly local and regional roots, will not come to end in the near future.

The U.S. Midterm Elections and Iran

"Following the parliamentary elections of Iraq in March 2010 and the long-time deadlock which had stalled formation of the coalition government for nearly 8 months and the West's disappointing efforts to talk with the Taliban, it is now crystal-clear that the United States cannot tackle these crises single-handedly and needs Iran's cooperation as the main regional actor in settling the crises in Iraq and Afghanistan, either during the presence and even after the withdrawal of American troops from both countries. The importance of this issue becomes manifest as one realizes that curbing terrorist activities in this region is directly connected to the establishment of security and stability in the region after the withdrawal of foreign troops. In such circumstances, Iran's role for the establishment and preservation of stability becomes crucial."

Pakistan's Nuclear Posture: Implications for South Asian Stability

"...[E]xtremist elements in Pakistan have a clear incentive to precipitate a crisis between India and Pakistan, so that Pakistan's nuclear assets become more exposed and vulnerable to theft. Terrorist organizations in the region with nuclear ambitions, such as al-Qaida, may find no easier route to obtaining fissile material or a fully functional nuclear weapon than to attack India, thereby triggering a crisis between India and Pakistan and forcing Pakistan to ready and disperse nuclear assets—with few, if any, negative controls—and then attempting to steal the nuclear material when it is being moved or in the field, where it is less secure than in peacetime locations."

Indeed, India's growing influence and investment in Afghanistan is disturbing to Pakistan's national security apparatus. Ultimately, the dynamics of Afghan politics will determine Afghanistan's fate. But a collaborative Indian-Pakistani effort to stabilize the country could work wonders."

Lessons and Challenges for Pakistan

Pakistan has an ideal opportunity to show to India that it is fully committed to defeat terrorism in all its shapes and forms. Political rhetoric for public consumption on the subject, both in India and Pakistan, should not be allowed to disrupt honest and professional investigations of the Mumbai attacks. All other disputes between the two countries should be dealt with and tackled separately from this case and no quid pro quo arrangement or expectation should come in the way of giving an exemplary punishment to those responsible for this crime against humanity. This includes all who are to be found involved in planning, facilitating, or orchestrating the atrocity.
