On April 28, the Project on Managing the Atom joined the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey, The Netherlands government, and the United Nations Office for Disarmament Affairs (UNODA) in convening nuclear nonproliferation experts from around the world at the United Nations to participate in a Symposium on the 2015 Nonproliferation Treaty (NPT) Review Conference.

Symposium on the Non-Proliferation Treaty, Nuclear Disarmament, Non-proliferation, and Energy: Fresh Ideas for the Future

The ninth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the UN Headquarters in New York from April 27-May 22, 2015. This is the fourth such conference since the indefinite extension of the NPT in 1995. Participating governments will discuss nuclear disarmament, non-proliferation, and the peaceful use of nuclear energy with a view to arriving at consensus on a number of issues.

Trends in Investments in Global Energy Research, Development, and Demonstration

Recent national trends in investments in global energy research, development, and demonstration (RD&D) are inconsistent around the world. Public RD&D investments in energy are the metric most commonly used in international comparative assessments of energy-technology innovation, and the metric employed in this article. Overall, the data indicate that International Energy Agency (IEA) member country government investments have been volatile: they peaked in the late 1970s, declined during the subsequent two decades, bottomed out in 1997, and then began to gradually grow again during the 2000s.

Governmental Energy Innovation Investments, Policies and Institutions in the Major Emerging Economies: Brazil, Russia, India, Mexico, China, and South Africa

Over the past decade, countries with emerging economies like Brazil, Russia, India, Mexico, China, and South Africa have become important global players in political and economic domains. In 2007, these six countries consumed and produced more than a third of the world's energy and emitted about 35 percent of total greenhouse-gas (GHG) emissions. The changing global energy landscape has important implications for energy technology innovation (ETI) nationally and internationally. However, there is limited information available about the investments and initiatives that are taking place by the national governments within these countries. This paper presents the information available on energy RD&D investments in the emerging economies.

Pakistan's Nuclear Posture: Implications for South Asian Stability

"...[E]xtremist elements in Pakistan have a clear incentive to precipitate a crisis between India and Pakistan, so that Pakistan's nuclear assets become more exposed and vulnerable to theft. Terrorist organizations in the region with nuclear ambitions, such as al-Qaida, may find no easier route to obtaining fissile material or a fully functional nuclear weapon than to attack India, thereby triggering a crisis between India and Pakistan and forcing Pakistan to ready and disperse nuclear assets—with few, if any, negative controls—and then attempting to steal the nuclear material when it is being moved or in the field, where it is less secure than in peacetime locations."

Sectoral Approaches for a Post-2012 Climate Regime: A Taxonomy

Sectoral approaches have been gaining currency in the international climate debate as a possible remedy to the shortfalls of the Kyoto Protocol. Proponents argue that a sector-based architecture can more easily invite the participation of developing countries, address competitiveness issues, and enable immediate emissions reductions. However, given the numerous proposals, much confusion remains as to what sectoral approaches actually are. This article provides a simple, yet comprehensive, taxonomy of the various proposals for sectoral approaches.

Deciphering the Attack on Pakistan's Army Headquarters

"This was neither the first attack on an army structure in the country nor the most deadly — but it is unprecedented given the extent of the breach of the GHQ security, the confusion that it created in its initial stage (raising concerns about the safety of army chief Gen. Ashfaq Parvez Kayani), and its timing vis-à-vis the planned launch of a ground military operation in South Waziristan. It could be a transformational event for the army — cementing its resolve against local militants, bridging internal divisions and forcing a review of its intelligence estimates. However, jumping to conclusions without a thorough investigation and reacting rashly based on preconceived notions would be highly counterproductive. Additionally, though Pakistan's nuclear installations are not in the immediate vicinity of GHQ, the nature of the attack raises questions about how security agencies would react if a future attack targets any of the nuclear weapons facilities."
