Sustainable Cooperation in Global Climate Policy: Specific Formulas and Emission Targets to Build on Copenhagen and Cancun

In pursuit of a workable successor to the Kyoto Protocol, this study offers a framework of formulas that produces precise numerical targets for emissions of carbon dioxide (CO2) and other greenhouse gases, in all regions of the world in all decades of this century....Firms, consumers, and researchers base their current decisions to invest in plant and equipment, consumer durables, or new technological possibilities on the expected future price of carbon: If government commitments are not credible from the start, then they will not raise the expected future carbon price.

Whither the Kyoto Protocol? Durban and Beyond

The Kyoto Protocol establishes a very complex and ambitious regime, in architecture if not stringency. The problem is that relatively few states, representing only about a quarter of the world's emissions, have been willing to assume emission targets under Kyoto....The future of the Protocol thus seems doubtful at best. Even in the most optimistic scenario, a new round of emissions targets couldn't be agreed in time to prevent a legal gap between the first and second commitment periods. A possible middle ground would be to establish a transitional regime that would be political in nature, but that could evolve over time into a legally-binding regime.

Will We Know Success When We See It?

"It might be relatively easy, but actually quite unfortunate, for countries to achieve what some people might define as 'success' in Cancun:  a signed international agreement, followed by glowing press releases.  I say it would unfortunate, because such an agreement could only be the Kyoto Protocol on steroids: more stringent targets for the original list of industrialized countries (Annex I) and no meaningful commitments by the key rapidly-growing emerging economies, such as China, India, Brazil, Korea, Mexico, and South Africa."

Beyond Copenhagen: Reconciling International Fairness, Economic Development, and Climate Protection

This paper proposes a new architecture for international climate policy that might usefully be considered by delegates at COP 17 in Durban. It highlights a top-down approach that is designed to produce a fair distribution of burdens across countries, while achieving objectives of: (a) economic development; (b) decreasing wealth inequality; and (c) emission reductions consistent with holding the expected increase in global average temperature to 2 degrees Celsius. In addition, this discussion paper discusses several key design elements that will be important, especially from the perspective of developing countries, to the success of COP 17 and subsequent international climate negotiations. These design elements include agreements on burden sharing, choice of policy instruments, financial mechanisms and technology transfer, penalties for noncompliance, and linkages between trade and climate change.

Comparing Climate Commitments: A Model-Based Analysis of the Copenhagen Accord

The authors compare the targets and actions to which countries have committed under the Copenhagen Accord. The Accord allows participating countries to express their commitments to reduce greenhouse-gas (GHG) emissions in a variety of ways—most broadly, through economy-wide quantified emissions targets for developed countries and mitigation "actions" by developing countries. These are difficult to compare. However, even mitigation commitments that look similar can require very different levels of effort in different countries, and commitments that produce similar economic outcomes can look inequitable. These variations in effort and equity depend on historical patterns of energy use, marginal costs of greenhouse-gas abatement, choice of base year, methods for determining "business as usual" projections, and other factors.

Climate Change Policies: Many Paths Forward

The current global economic crisis highlights the fact that environmental objectives exist in a balance with economic growth, a balance that political leaders struggle to find in their own countries and at the global level. The UNFCCC contributes importantly to achieving a healthy balance by providing an overall framework for action to address climate change and as a regular gathering point for diplomats, policymakers, and technical experts from the widest range of countries. As such, it is a unique forum for building partnerships to help countries meet their own national objectives and to forge the consensus needed for success in global efforts to address climate change. It could also help to coordinate international efforts, creating synergies, and avoiding duplication.

Climate Finance

The finance of climate mitigation and adaptation in developing countries represents a key challenge in the negotiations on a post-2012 international climate agreement. Finance mechanisms are important because stabilizing the climate will require significant emissions reductions in both the developed and the developing worlds, and therefore large-scale investments in energy infrastructure. The current state of climate finance has been criticized for its insufficient scale, relatively low share of private-sector investment, and insufficient institutional framework. This policy brief presents options for improving and expanding climate finance.

Harvard Project on International Climate Agreements Research Workshop

The Harvard Project on International Climate Agreements hosted a research workshop in Cambridge, Massachusetts, on March 13–14, 2008. The workshop brought together key scholars and other thinkers working on international climate change policy from a variety of disciplines, including economics, political science, and law. Together, they addressed issues such as how to persuade developing countries — among them China and India — to sign on to an international agreement, how to link climate policy with international trade, and how to effectively address deforestation, which accounts for 20 percent of global emissions. Attendees presented their initial research findings and got feedback on their ideas. The workshop was preceded by a reception and dinner at the Harvard Faculty Club, which featured Todd Stern, a partner at the law firm WilmerHale, as a keynote speaker. The final drafts of the research will be published in early fall 2008.
