What Trump Got Right About Foreign Policy

"One overlooked feature in this ongoing tragedy is that Trump isn't wrong about everything. Some of his critics won't admit it, but several of the themes he sounded during the 2016 campaign — such as the need to rebuild America's deteriorating infrastructure — were correct (if far from original), and some of his foreign-policy instincts were sound even if his command of details was not. A minimally competent president could have made substantial progress on most if not all of these fronts, thereby leaving the country better off and enhancing his prospects for a second term."

What Do Politicians Really Mean by 'Global Leadership?'

"...[W]hat I'd really like to know is what the different candidates think about this issue, and hear them explain why U.S. taxpayers should pay a lot more than our allies’ citizens do and how Americans actually benefit from the energetic foreign policy that both GOP and Democratic stalwarts never even question. I'd also like to see reporters give them a good grilling on this topic, and refuse to accept vague or non-specific responses."

Rescuing the free trade deals

The Senate’s rejection of President Wo odrow Wilson’s commitment of the United States to the League of Nations was the greatest setback to U.S. global leadership of the last century. While not remotely as consequential, the votes in the House last week that, unless revisited, would doom the Trans-Pacific Partnership send the same kind of negative signal regarding the willingness of the United States to take responsibility for the global system at a critical time.

The repudiation of the TPP would neuter the U.S. presidency for the next 19 months. It would reinforce global concerns that the vicissitudes of domestic politics are increasingly rendering the United States a less reliable ally. Coming on top of the American failure to either stop or join the Asian Infrastructure Investment Bank, it would signal a lack of U.S. commitment to Asia at a time when China is flexing its muscles. It would leave the grand strategy of rebalancing U.S. foreign policy toward Asia with no meaningful nonmilitary component. And it would strengthen the hands of companies overseas at the expense of U.S. firms. Ultimately, having a world in which U.S. companies systematically lose ground to foreign rivals would not work out to the advantage of American workers.

Both the House and Senate have now delivered majorities for the trade promotion authority necessary to complete the TPP. The problem is with the complementary trade assistance measures that most Republicans do not support and that Democrats are opposing in order to bring down the TPP. It is to be fervently hoped that a way through will be found to avoid a catastrophe for U.S. economic leadership. Perhaps success can be achieved if the TPP’s advocates can acknowledge that rather than being a model for future trade agreements, this debate should lead to careful reflection on the role of trade agreements in America’s international economic strategy.

"China's increasingly assertive policies toward its immediate neighborhood shows that Beijing is hardly indifferent to geopolitics, and Russia's assertive defense of what it sees as vital interests in its 'near abroad' (e.g., Ukraine) suggests that somebody in Moscow didn't get the memo about the benign effects of globalization. And regional powers like India, Turkey, and Japan are taking traditional geopolitical concerns more seriously these days. Bottom line: If you thought great-power rivalry was a thing of the past, think again."

The last seven decades without war among the great powers – what historians describe as “the long peace” – is a remarkable achievement. “This is a rare and unusual fact if you look at the last few thousand years of history,” said Graham Allison, director of the Belfer Center and moderator of the IDEASpHERE panel “Winning the Peace.” “Furthermore, it is no accident. Wise choices by statesmen have contributed to ‘the long peace,’ which has allowed many generations to live their lives.”

NATO in Afghanistan: Turning Retreat into Victory

NATO after Afghanistan is an organization that suffers from a certain fatigue pertaining to future stabilization challenges. NATO will not automatically cease to conduct operations after 2014, but the level of ambition will be lower. The Afghanistan experience and the failures of the light footprint approach calls for a thinking that is less liberalist "in the abstract" and more focused on provision of basic services (security, development, and governance).

This paper explains changes in NATO's nationbuilding strategy for Afghanistan over time as an internal push-and-pull struggle between the major NATO contributors. It distinguishes between he "light footprint" phase, which had numerous problems connected to limited resources and growing insurgency (2003–2008), NATO's adoption of a comprehensive approach (CSPMP) and counterinsurgency (COIN) strategy (2009–2011), the transition and drawdown (2011–2014), and the Enduring Partnership (beyond 2014). The paper explains NATO's drawdown, stressing both increased budgetary strictures compelling decisionmakers to focus on domestic concerns nd predominant national narratives connected to a protracted stabilization effort in Afghanistan.
