The U.S.-Iraqi Relationship Can Still Be Salvaged

One of the most dramatic consequences of killing Iranian Quds Force commander Qasem Soleimani is unfolding at a rapid pace: the severing of ties between the United States and Iraq. There is still time to salvage this most critical relationship, but doing so will depend on the willingness and ability of the Trump administration to change the tone of the conversation in very short order. The current U.S. approach—calling for sanctions against Iraq if it demands the exit of American forces—risks unnecessarily creating an enemy out of a friend.

It was quite a surprise, three years ago, when Donald Trump won a majority in the US Electoral College, thus becoming the 45th president.  In the search for explanations, one immediately dominated:  Democrats had not been sufficiently aware of the problem of income inequality or had neglected to propose good solutions to it.

This is presumably the logic behind radical proposals coming from some of the leading contenders for the Democratic nomination in the 2020 presidential election. Senator Elizabeth Warren, for example, has proposed an annual tax on the wealth of the wealthiest Americans (originally to be 2 % per year, but now up to 6 %).

Six Tax Based Ways to Tackle US Inequality

Some of the leading candidates for the 2020 Democratic presidential nomination have proposed radical measures to reduce inequality, such as a wealth tax. But there are many other progressive tax policies that would be both easier to enforce and more likely to get a Democratic candidate elected.

A Financial Sanctions Dilemma

Over the last two decades, there has been a dramatic increase in the popularity of financial sanctions as an instrument of US foreign policy to address security threats ranging from weapons of mass destruction (WMD) proliferation and terrorism to human rights violations and transnational crime. Washington’s policymakers have prized these tools for their ability to rapidly apply pressure against foreign targets with few perceived repercussions against American business interests. The problem, however, is that Washington is ignoring a growing tension between financial sanctions designed to support economic statecraft (with non-financial goals) and those designed to protect the international financial system. Confusing the two sends mixed signals to adversaries as well as allies and undermines US credibility and commitment to upholding international banking rules and norms. If Washington cannot reconcile these competing processes, it is unlikely that future administrations will enjoy the same foreign policy levers, leaving the United States at a significant disadvantage.

Aditi Kumar is Executive Director of the Belfer Center. Prior to joining the Center, she was a Principal at Oliver Wyman in the financial services and public policy practices, and earlier was a project manager at the World Economic Forum. A joint graduate of Harvard Kennedy School and Harvard Business School, she also worked previously in the International Affairs office of the U.S. Department of the Treasury.
