This article contributes to the understanding of transitions towards low carbon societies in the developing world. While adding extensive empirical insights from the status of energy transitions in two countries faced with major energy challenges, the Philippines and Morocco, the authors contribution enquires what role external actors like international donors in general, and Germany in particular, can play in such transitions.

International Workshop on Research, Development, and Demonstration to Enhance the Role of Nuclear Energy in Meeting Climate and Energy Challenges

Dramatic growth in nuclear energy would be required for nuclear power to provide a significant part of the carbon-free energy the world is likely to need in the 21st century, or a major part in meeting other energy challenges. This would require increased support from governments, utilities, and publics around the world. Achieving that support is likely to require improved economics and major progress toward resolving issues of nuclear safety, proliferation-resistance, and nuclear waste management. This is likely to require both research, development, and demonstration (RD&D) of improved technologies and new policy approaches.

Trends in Investments in Global Energy Research, Development, and Demonstration

Recent national trends in investments in global energy research, development, and demonstration (RD&D) are inconsistent around the world. Public RD&D investments in energy are the metric most commonly used in international comparative assessments of energy-technology innovation, and the metric employed in this article. Overall, the data indicate that International Energy Agency (IEA) member country government investments have been volatile: they peaked in the late 1970s, declined during the subsequent two decades, bottomed out in 1997, and then began to gradually grow again during the 2000s.

Governmental Energy Innovation Investments, Policies and Institutions in the Major Emerging Economies: Brazil, Russia, India, Mexico, China, and South Africa

Over the past decade, countries with emerging economies like Brazil, Russia, India, Mexico, China, and South Africa have become important global players in political and economic domains. In 2007, these six countries consumed and produced more than a third of the world's energy and emitted about 35 percent of total greenhouse-gas (GHG) emissions. The changing global energy landscape has important implications for energy technology innovation (ETI) nationally and internationally. However, there is limited information available about the investments and initiatives that are taking place by the national governments within these countries. This paper presents the information available on energy RD&D investments in the emerging economies.

Africa: From Crisis to Opportunity Through Clean Technology

"African governments have a unique opportunity to turn the climate crisis into an opportunity. The starting point is for them to start creating domestic markets in clean technologies, many of which are now widely available. They need to define themselves as leaders in "green innovation" since they have not committed themselves too excessively to polluting technologies. They should be vigilant against import of polluting technologies. It is a chance for them to build a new image around their moral standing of being the lowest polluters."

Sectoral Approaches for a Post-2012 Climate Regime: A Taxonomy

Sectoral approaches have been gaining currency in the international climate debate as a possible remedy to the shortfalls of the Kyoto Protocol. Proponents argue that a sector-based architecture can more easily invite the participation of developing countries, address competitiveness issues, and enable immediate emissions reductions. However, given the numerous proposals, much confusion remains as to what sectoral approaches actually are. This article provides a simple, yet comprehensive, taxonomy of the various proposals for sectoral approaches.

Technological Innovation and Economic Development in Times of Crisis: Challenges and Opportunities for International Cooperation

The lecture will explore the role that emerging technologies can play in fostering economic growth and improving human welfare in Africa. It will re-examine opportunities for development cooperation between the United States and Africa in light of the current global food and financial and crises. It will draw on experiences on the linkages between economic growth and technological innovation in fields such as agriculture, health, energy, education, and environmental management.

The lecture will be from 12:30–1:30 pm, at the University of Toronto, Medical Sciences Building, 1 King's College Circle, Room 2172.
