During the Trump administration, the usual ways of conducting diplomacy have been upended. Many positions in the State Department have never been filled, and meetings with foreign leaders such as Kim Jong-un and Vladimir Putin have been undertaken with little advance planning. What effect are these changes having now, and how will they affect ongoing relationships between the United States and its allies and adversaries?

The Right Honourable Douglas Alexander offered his views on European security in a discussion moderated by FDP Executive Director Cathryn Cluver.

The tensions unsettling the Saudi royal family became clear in September, when Joseph Westphal, the U.S. ambassador to Riyadh, flew to Jiddah to meet Crown Prince Mohammed bin Nayef, nominally the heir to the throne. But when he arrived, he was told that the deputy crown prince, a brash 30-year-old named Mohammed bin Salman, wanted to see him urgently. When the Saudis, the leaders of Opec, decided at the cartel’s recent meeting in Vienna to maintain their oil production levels, it sent a strong message to the world: the market, not Opec, should decide oil prices. As a result, oil prices dropped, falling below $60 per barrel this week.

"...[T]he region offers Iran great potential to enhance rail and land transport for the exchange of local goods to form new markets. The region can also serve as a major energy hub, specifically with natural gas for Iran, China and Russia. By developing an integrative transportation system inclusive of land, air and sea, Iran could help the region connect with the Indian Ocean, the Sea of Oman and the Caspian Sea. Iran already possesses a large road and rail system that connects Khorasan with its ports in the Persian Gulf, including in Chabahar and Bandar Abbas, which it can lease to its neighbors and derive transit and customs revenues."

Despite this extensive activity in the energy sphere, it seems, however, that Ankara's energy policy has been undertaken without a strategic plan and with little integration of energy issues into Turkey's overall foreign and security policies.
