Mexico’s Energy Reforms: A Blow to Realizing the Most Competitive and Dynamic Region in the World

In late 2017, Mexico made headlines as Italian company Enel bid what was then a world-record low price for renewable energy in the country’s third such energy auction. This development was possible due to the historical and sweeping energy reforms passed with broad support in Mexico in 2013. Then-President Enrique Peña Nieto had succeeded where previous Mexican presidents had failed, reversing decades of resource nationalism and overhauling the energy sector through constitutional reforms that gave the private sector a larger role and advantaged renewable energy in Mexico’s economy. The 2017 auction seemed to indicate Mexico’s bright future not only as a conventional oil producer, but also as a clean energy power.

Reversal of Fortune for Political Incumbents after Oil Shocks

This paper explores the effect of oil shocks on electoral outcomes. Using a new polling and election data set for 207 elections across 50 democracies, the paper shows that oil price increases systematically lower the odds of reelection for incumbents. The analysis verifies that these shocks—which reduce consumption growth—are associated with worsening performance for incumbents in the runup to reelection and a reversal in the leaning of the political party in power post-election.

A landing strategy for Saudi Arabia

With rising population and incomes, the “rentier” mode of development in Saudi Arabia has long been unsustainable. While the issue of fiscal stabilization will occupy policy-making in Saudi Arabia in the short and medium terms, the long-term challenge of finding new sources of growth to complement oil has only been made starker by the recent drop in oil prices. Analysis of the prospects for such reforms in KSA has long been divided between two opposite camps: those who believe that the inadequacies of the rentier model will necessarily usher a doomsday scenario sooner or later, regardless of economic policies; and those who believe the impending crisis can be met by moving from the current mono-sector economy to a modern and diversified knowledge based economy OECD-style.

Putin's third presidential term started in May of 2012. He had already served two consecutive terms in 2000-2008, switching places with Prime Minister Dmitry Medvedev in 2008-2012. Putin's first two terms composed a period of sustained growth, which provided empirical ammunition against criticism of his model. The freshman year of Medvedev's presidency coincided with the onset of a global economic crisis that exposed Putin's model to its first serious test.

The Global Oil Market: No Safe Haven for Prices

Leonardo Maugeri explains why oil production continued to grow despite the collapse of oil prices since November 2014. Investment in production capacity did not abate. In point of fact, oil producers are just beginning to see results from recently completed or soon-to-be-completed investments – as he suggested in 2012. This momentum means today’s oil surpluses will grow, putting further downward pressure on prices.

Will global demand catch up to absorb this glut? It seems unlikely.

It argues that—counter to notions of state-led internationalization—the going abroad of NOCs reflects a pattern of “coopetition,” i.e., the co-existence of cooperation and conflict between increasingly entrepreneurial NOCs and partially supportive and interventionist home governments.

The Energy Implications of a Nuclear Deal between the P5+1 and Iran

On June 23 and 24, twenty five experts met at Harvard University’s Kennedy School of Government under the auspices of the Geopolitics of Energy Project at the Belfer Center for Science and International Affairs. The group, which included experts from academia, the financial sector, government, and the energy industry, spent an evening and the following full day discussing and debating the possible energy implications of a nuclear deal between the P5+1 and Iran.
